DISTINGUISHING FEATURES OF THE CLASS
Under direct supervision, an employee in this class
performs complex, technical laboratory tests in the
fields of toxicology and forensic science. The employee will be assigned to a
laboratory in the Medical Examiner’s Office. The incumbent assembles test
result data and produces data for review by forensic scientists and
pathologists. The employee performs aspects of testing and processing
independently, and is responsible for the documentation and accuracy of the
results and materials. The incumbent may serve as a lead worker or supervisor of
Laboratory Technicians. Work may include giving testimony at legal proceedings.
Performance is reviewed by a technical supervisor, and by an administrative
supervisor who reviews performance for adherence to established policies and
procedures. Does related work as required.
TYPICAL WORK ACTIVITIES
Performs
a variety of complex laboratory tests of biological fluids and tissues,
physical evidence and drugs, etc.
Records
test results and assembles data for interpretation by technical analysts;
Collects
evidence from submitted casework, including documentation of work performed and
chain of custody;
Processes and prepares evidence and tissue for
casework analysis and histologic processing;
Performs instrumental analysis of casework samples;
Prepares solutions and reagents used in casework
and tissue processing;
Performs inventory check of laboratory case
evidence and histologic materials;
Performs quality assurance on instruments and reagents;
May supervise or train Laboratory Technicians;
May conduct internal audits and perform yearly
proficiency tests to fulfill accreditation requirements;
May give testimony at a variety of legal
proceedings regarding findings.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Good knowledge of laboratory procedures and
practices; good knowledge of the methods of making chemical analyses of blood
and urine samples; good knowledge of methods, procedures and practices of
testing and sampling; skill in measuring and weighing small quantities of
liquid and solid substances; ability to properly use laboratory equipment;
working knowledge of infection control procedures; working knowledge of ISO
accreditation standards; ability to perform assigned laboratory tests according
to the prescribed procedures and make accurate observations; ability to train,
supervise and evaluate the work of others in a manner conducive to full
performance and high morale; good judgment; physical condition commensurate with
the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
a)
Graduation from a college with federally-authorized
accreditation or registration by NY State with a Bachelor’s
Degree in one of the natural sciences (physical or biological) and one
(1) year of performing forensic analyses in toxicology or forensic science; or,
b)
Graduation from a college with federally-authorized
accreditation or registration by NY State with an Associate’s
Degree in one of the natural sciences (physical or biological), and three
(3) years of performing forensic analyses in toxicology or forensic science;
or,
c)
An equivalent combination of education and
experience as defined by the limits of a) or b).
PROMOTIONAL
One (1) year of permanent
competitive status as a Laboratory Technician in the Toxicology, Histology, or
Crime Lab of the Medical Examiner’s Office.
NECESSARY SPECIAL REQUIREMENT
Depending upon assignment, possession of a professional
license issued by the State of New York to practice as a Clinical Laboratory
Technologist or Clinical Laboratory Technician will be required. Candidate must
maintain license throughout employment in this title.
Depending upon assignment, candidates may be
required to possess a valid New York State Driver’s License.

Competitive
