DISTINGUISHING FEATURES OF THE CLASS

Under general direction, an employee in this class is responsible for planning, directing, and overseeing the implementation of programs for pharmaceutical services and medical support services for the Department of Health Services.  The incumbent exercises a considerable amount of independent judgment and initiative in developing and implementing comprehensive and coordinated programs for proper drug distribution and medical support services to various sections of the Department of Health Services. The incumbent is responsible for managing all bioterrorism initiatives as entrusted by the Federal government, and acts as the first responder in cases of pharmaceutical emergencies.  The incumbent will be required to serve, and register with the New York State Board of Pharmacy, as the Supervising Pharmacist for the Department of Health Services pursuant to New York State Law.  Work is performed under the general direction of an administrative supervisor and is reviewed through conferences and written reports. Supervision is exercised over professional, technical and clerical staff members.  Does related work as required.

               

TYPICAL WORK ACTIVITIES

                Supervises all Pharmacists I and II for the Department of Health Services.

                Develops methods, policies and procedures for the proper functioning of the pharmacy programs and medical support services;

                Conducts cost studies and evaluation of pharmaceuticals for the programs and effects cost-saving measures by review and analysis of the items used;

                Supervises the Department’s central pharmacy, serving as the Supervising Pharmacist pursuant to NYS Law; acts as the consultant pharmacist for all of the Department’s health facilities and programs;

                Interprets and implements New York State regulations pertaining to all registered pharmacies;

                Supervises Bioterrorism response in conjunction with Federal and State agencies; ensuring that antibiotics are prepared and ready for possible terror attacks or communicable disease outbreaks, i.e., anthrax, small pox, and such;

                Trained as a trusted agent for the Federal government to contain small pox vaccine and conduct small pox vaccination clinics as needed;

                Develops and maintains systems of purchasing requests for pharmaceuticals and related medical supplies;

                Prepares all reports required by federal and state regulations (i.e. inventory of controlled substances);

                Processes required NYS licensing and federal registration renewals with respect to pharmaceuticals for county operated health centers;

                Develops and maintains systems and procedures for the proper handling, storage and utilization of pharmaceuticals;

                Maintains current reference literature of medical supply items.

               

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the principles and practices of public health administration and pharmacy; comprehensive knowledge of federal and state laws regulating the practice of pharmacy; thorough knowledge of the trends, developments and current literature in the fields of pharmacy, medical support services and homeland security; ability to develop systems and procedures governing the dispensing of drugs; ability to establish and maintain effective working relationships with other professional health personnel, working staff, government entities and the public; ability to evaluate the effectiveness of the pharmacy; ability to analyze and evaluate complex data and to make practical recommendations concerning the solutions; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

                OPEN COMPETITIVE

                Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor’s Degree in Pharmacy, and four (4) years of experience as a Licensed Pharmacist, two (2) years of which must have been in a supervisory or administrative capacity.

                Two (2) years of experience as a Pharmacist II.

 

NECESSARY SPECIAL REQUIREMENT

At the time of appointment and during employment in this title, candidates must possess a valid Pharmacist License issued by New York State.
