FEATURES OF THE CLASS
An employee in
this class is responsible for the supervision of the operation of a group of
mental health or alcohol and drug abuse programs. The incumbent performs
administrative and professional work involving responsibilities for clinic
programs and the development of psychiatric social work clinical procedures and
policies. Work requires considerable use of judgment in solving varied clinic
and casework problems. Work is reviewed
by an administrative and professional supervisor through review of periodic
reports, staff conferences and observation of the effectiveness of the clinic
programs. Supervision is exercised over
clinic personnel through Senior Psychiatric Social Workers. Does related work as required.
TYPICAL WORK
ACTIVITIES
Supervises psychiatric social work services in the mental
health or alcohol and drug abuse programs; recruits and interviews professional
personnel; reviews case records; analyzes case loads to determine most
effective utilization of professional services; consults with an administrative
and professional supervisor concerning all problems related to policies and
procedures and recommends possible revisions;
Administers the various mental
health programs; reviews the active case load to determine the current status,
arranges for staffing of cases; receives all program mail and distributes,
replies or files accordingly; prepares periodic statistical reports of case
activities; confers with program personnel to determine methods of handling
case problems for more efficient operations;
Acts as liaison between the various
programs and community agencies; participates in conferences with
psychiatrists, psychologists, other professionals, and community agencies to
plan services; addresses lay and professional organizations concerning the
agency's needs, facilities and goals;
Assists in the preparation of the
departmental report and proposed budget.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the principles, methods,
procedures, and practices of psychiatric social work; thorough knowledge of the
functioning of psychiatric out-patient programs and the scope of services
rendered; thorough knowledge of the social aspects of mental illness and mental
retardation, developmental disabilities, and of modern methods of treatment;
ability to plan, organize and direct the psychiatric social work services of a
group of psychiatric programs; ability to plan and supervise the work of the
professional staff in a manner conducive to full performance and high morale;
ability to analyze and evaluate reports of staff workers and make sound
decisions; physical condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Four (4) years of experience as a
Licensed Clinical Social Worker (LCSW), at least two (2) years of which must
have been paid supervisory experience in a psychiatric setting.
PROMOTIONAL
Two (2) years of permanent competitive status as a Senior
Psychiatric Social Worker.
NECESSARY SPECIAL
REQUIREMENTS
At the time of appointment and during
employment in this title, candidates must possess a Certification as a Licensed
Clinical Social Worker (LCSW) by the New York State Department of Education.
At the time of appointment and
throughout employment in this title, employees are required to possess a valid
license to operate a motor vehicle in
