FEATURES OF THE CLASS
An employee in this class provides psychiatric nursing
services to patients in outpatient programs. Responsibility is exercised for
the overall planning and monitoring of patient support services. The work
involves the referral of patients to community health programs, the evaluation
of the care provided to them, and providing individual/family therapy and
bereavement counseling. Does related work as required.
TYPICAL WORK
ACTIVITIES
Provides individual/family
counseling to HIV+ patients and/or to other patients/families with psychiatric
and mental health needs in homes and/or in health or mental health facilities;
Refers patients to community mental
health and support services in the development of appropriate individualized
programs;
Evaluates the effectiveness of
services provided to patients;
Maintains case records and
statistics, and prepares reports;
Provides current information to
other health care providers regarding mental illness, including the effect of
HIV+ and/or other illnesses on the patient's mental health;
Recommends to administrative
supervisor, policies and procedures to improve the effectiveness of services
delivered;
Acts as consultant/educator
regarding the psychological and emotional needs of the clients they serve;
Facilitates mental health support
groups for staff and clients;
Administers medication and/or draws
blood under medical direction.

KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive knowledge of the principles, methods,
procedures, and practices of community psychiatric nursing and evaluation;
comprehensive knowledge of mental health programs and clinics, and the scope of
services rendered; thorough knowledge of the aspects of mental illness and of
modern methods of treatment; thorough knowledge of current literature and
sources of information regarding HIV+; thorough knowledge and skill of group
therapy; ability to plan, evaluate, organize and supervise psychiatric services
to out patients; ability to maintain records and prepare technical and
statistical reports; ability to supervise staff in a manner conducive to full
performance and high morale; physical condition commensurate with the demands
of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a college with federally-authorized
accreditation or registration by NY State with a Master's Degree in Nursing,
with a clinical specialty in psychiatric mental health and four (4) years of
satisfactory professional experience in nursing, at least two (2) years of
which must have been in public health or community mental health nursing.
NECESSARY SPECIAL
REQUIREMENT
At the time of appointment and during employment in this
title, the candidate must be registered as a Professional Registered Nurse by
the New York State Education Department.
Candidate must complete
15 hours of continuing education in public health and management related topics
approved by the New York State Department of Health within the first year of
employment.
At the time of appointment and
during employment in this title, the candidate will be required to possess a
valid license to operate a motor vehicle in New York State.
