FEATURES OF THE CLASS
Under general
supervision, an employee in this class supervises and participates in
professional health education services for the Department of Health
Services. The incumbent formulates and
promotes a County-wide health education program. Work involves writing press
releases, arranging demonstration programs, addressing community groups and
conducting studies of needs and resources in the development of programs for
schools and communities. The incumbent works with considerable independence,
but the work is reviewed by a Supervising Public Health Educator through
conferences and the achievement of program objectives. Supervision is exercised over a small number
of professional and clerical employees.

TYPICAL WORK
ACTIVITIES
Plans and supervises public health
education programs;
Develops written materials to be
used as educational instruments and tools;
Works in conjunction with the
Department of Health Services staff to promote public health education, and
makes educational presentations at schools and community groups;
Examines community health needs and
resources, and assembles technical information;
Selects, prepares and distributes
posters, pamphlets and leaflets;
Prepares articles for Department of
Health Services publications, as well as for publication in other journals;
Develops outlines and study
materials for adult study groups and in-service training programs;
Plans and administers special health
surveys, and participates in evaluating projects and formulating plans for
their continued development and improvement;
May assist a Supervising Public Health Educator in planning and implementing media campaigns designed to promote health;
Consults with community leaders to
secure their support and participation in community health development
programs;
Directs local groups in setting up
organized means of assembling information and pursuing appropriate action for
the improvement of the public health program.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough
knowledge of the theories and practices of community health education,
including public information techniques, methods of patient education, and
curriculum development; thorough knowledge of current literature and sources of
information dealing with community health education; thorough knowledge of the
policies and programs of the Health Services Department; good knowledge of the
health needs and resources of communities served by public health programs;
ability to establish and maintain effective working relationships with
co-workers and community agencies; ability to supervise the work of
professional and clerical employees in a manner conducive to full performance
and high morale; ability to express oneself clearly and concisely, both orally
and in writing; physical condition
commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Either:
(a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Master's Degree in Public Health or Health Education, and one (1) year of experience as a public health educator; or,
(b) Graduation from a college with federally-authorized accreditation or
registration by NY State with a Bachelor's
Degree in Public Health, Health Education, Health Science, Health Promotion,
Community Health, or Health Communications, and two (2) years of experience as
a public health educator.
PROMOTIONAL
Two (2) years of permanent
competitive status as a Public Health Educator.
NECESSARY SPECIAL
REQUIREMENT
At the time of
appointment and throughout employment in this title, employees are required to
possess a valid license to operate a motor vehicle in New York State.
