FEATURES OF THE CLASS
An employee in
this class plans and develops comprehensive policies and procedures for the
Department of Health Services. The incumbent provides supportive services and
acts as a resource person for all divisions of the department in matters
related to budget control, data processing, program development planning, grant
proposals and legislative review. Work includes assessing computer, financial,
budget and/or administrative services. The incumbent exercises considerable
independent judgment and initiative in the performance of these duties. Does related work as required.
TYPICAL WORK
ACTIVITIES
Conducts studies regarding expansion
and/or improvement of programs within the Department of Health Services;
Develops short and long term plans
for the design and implementation of the department's resources, including medical
data base computer resources;
Initiates, implements and monitors
budgetary and quality improvement controls within the department;
Reviews plans for computer
applications, development and data base organization;
Develops operating procedures and
prepares procedural manuals;
Establishes procedural and reporting
requirements for programs within the department.

ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive
knowledge of the principles and practices of public administration;
comprehensive knowledge of the methods and techniques used in conducting
research projects; thorough knowledge of current federal, state and local
health programs; thorough knowledge of current literature, recent developments
and sources of information relevant to health programs and operations; good
knowledge of the relationships among governmental units at federal, state and
local levels; ability to analyze and evaluate complex data, conduct
comprehensive research projects and make practical recommendations concerning
health programs; ability to establish and maintain effective working relationships
with department heads and other administrative officials in the public and
private sectors; ability to express oneself clearly and concisely, both orally
and in writing; physical condition commensurate with the demands of the
position.
MINIMUM QUALIFICATIONS
Either:
a)
Graduation from a New York State or federally authorized college or university
with a Master’s Degree, and six (6) years of experience in planning, project
development and/or policy development, including at least three (3) years
experience in health-related programs; or,
b) Graduation from a New York State
or federally authorized college or university with an Bachelor’s Degree and
eight (8) years of experience in planning, project development and/or policy development,
including at least three (3) years experience in health-related programs, or;
c) An equivalent combination of
education and experience.
