DISTINGUISHING FEATURES OF THE
CLASS
Under general direction, and
employee in this class performs highly responsible professional and
administrative duties related to the operation and maintenance of the programs
for children with special needs within the Department of Health Services. The incumbent utilizes considerable
independent judgment in the development and implementation of policies and
procedures for programs serving children with special needs, including early
intervention services, pre-school services, and special health care needs. Supervision is exercised over professional
and clerical staff involved in program operations. Work is reviewed by the Commissioner of
Health Services or other administrative personnel through written reports and
conferences. Does related work as
required.
TYPICAL WORK ACTIVITIES
Organizes,
directs and coordinates the activities of a professional and clerical staff in
providing the delivery of services to children with special needs;
Interprets
State regulations and directives; plans for and implements necessary program
procedures;
Administers
the collection of statistical data necessary for measuring program efficiency
and effectiveness; ensures that all State mandated reporting requirements are
adhered to;
Coordinates
division activities with other divisions within the department;
Represents
the department on various committees, councils and task forces;
Assists
in the preparation of the division’s annual budget and service contracts;
Oversees
the selection, monitoring and evaluation of personnel providing services to
children with special needs;
Acts
as a community liaison with professional and social groups on the goals and
objectives of the Services to Children with Special Needs Programs;
Oversees
the provision of transportation for children in the programs;
May
draft correspondence for the Commissioner of Health Services.
Comprehensive knowledge of
the principles and techniques of evaluating and monitoring programs designed
for the services to children with special needs; comprehensive knowledge of
Federal, State and local laws related to providing education for children with
special needs; comprehensive knowledge of educational facilities and resources
available; comprehensive knowledge of the principles of office management and
supervision; ability to plan, direct and review the work of others in a manner
conducive to full performance and high morale; ability to represent the
department and to interpret its programs and policies to outside groups and
agencies; ability to express oneself clearly and concisely, both orally and in
writing; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Graduation
from a New York State or Regionally accredited college or university with a
Master’s Degree in Special Education, Educational Administration, Social Work,
Psychology or other related field, and ten (10) years of experience in special
education, including at least four (4) years in pre-school special education or
an early intervention services program, and including five (5) years in an
administrative or supervisory capacity.
PROMOTIONAL
Two (2) years of
permanent competitive status as a Coordinator of Special Education.
