DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for the administration of the Services to Disabled Children Program for Suffolk County.  Responsibilities include assisting in the development of an appropriate fiscal plan.  Work is performed under the general direction of the Commissioner of Health Services.  The Coordinator of Special Education is responsible for the supervision of support staff including Assistant Coordinators of Special Education.  The employee also serves on Committees on Pre-School Special Education consisting of professionals involved in evaluating the appropriateness of placement and treatment.  Performs related work as required.

 

TYPICAL WORK ACTIVITIES

            Reviews clinical documentation accompanying court orders for the 0-2 year old handicapped population being admitted into the program to ensure their eligibility for admittance, and reviews IEP's (Individualized Education Programs) to ensure the appropriateness of proposed programs and related services;

            Acts as a voting member of School Districts' Committees on pre-school Special Education involved in evaluating treatment plans, appropriateness of placement and review of programs;

            Assists in developing an appropriate fiscal plan for the Services to Disabled Children Program;

            Interacts with program providers, State Education Department personnel, parents and school district personnel;

            Oversees the provision of transportation for children in the program.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the principles, practices and methods involved in evaluating pre-school aged children to determine need for treatment as well as appropriate treatment required; comprehensive knowledge of Federal and State education laws pertaining to special education programs for pre-school handicapped children; thorough knowledge of educational facilities and resources available; thorough knowledge of legal procedures for preparation of petitions and other documentation for Family Court; good knowledge of procedures involved in the preparation of a fiscal plan for a special education program; thorough knowledge of modern developments, current literature, sources of information and materials used to conduct special education programs; ability to establish and maintain effective working relationships with professionals and nonprofessionals involved in special education programs; ability to  effectively supervise support staff; ability to analyze effective special education programs; ability to express oneself clearly and concisely both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a college with federally-authorized accreditation or registration by NY State with a Master's Degree in Special Education, Educational Administration, Psychology, Speech or Language Pathology, Social Work, Occupational or Physical Therapy, Public or Health Administration or a related services field, and eight (8) years of experience in special education, including at least four (4) years in a pre-school special education or early intervention service program, including at least four (4) years in an administrative capacity.

 

            PROMOTIONAL

            Two (2) years of permanent competitive status as an Assistant Coordinator of Special Education.

 

NECESSARY SPECIAL REQUIREMENT

At the time of appointment, and throughout the term of employment candidates must possess a New York State Certification or Licensure in one of the following areas:  Special Education, Psychology, Social Work, Educational Administration, Speech or Language Pathology, or Occupational or Physical Therapy.
