DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for assisting in the administration of the Services for Children with Disabilities Program for Suffolk County.  The employee will work in conjunction with the Coordinator of Special Education in evaluating eligibility for admittance to the Early Intervention and Pre-School Special Education Program and to ensure that appropriate services are provided to eligible children. Work is performed under the general supervision of the Coordinator of Special Education.  The incumbent may supervise support personnel.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

               Assists in ensuring that all laws and regulations pertaining to the provision of services to disabled children are complied with;

               Interacts with program and service providers, parents, State Education Dept. and State Health Dept. personnel, special education chairpersons (CPSE) and school district personnel;

               Selects and supervises consultants to review CPSE evaluation materials and attend CPSE meetings as municipality voting member;

               Assists in the development of policy and procedures for bureau programs;

               Assists in the development of training materials and the training of staff and service providers.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles, practices and methods involved in evaluating birth to five year old children to determine need for intervention as well as appropriate treatment required; thorough knowledge of Federal and State laws and regulations pertaining to Early Intervention and Special Education programs and services; thorough knowledge of  services, facilities and resources available; thorough knowledge of legal procedures and preparation for Mediation and Impartial Hearings; thorough knowledge of modern developments, current literature, sources of information and materials used for early intervention and early childhood special education programs; ability to establish and maintain effective working relationships with parents, professionals and nonprofessionals; ability to effectively supervise subordinates; ability to analyze effective programs and services; ability to express oneself clearly and concisely both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

               OPEN COMPETITIVE

               Graduation from a New York State or Regionally accredited college or university with a Master's Degree in Special Education, Educational Administration, School Psychology, Clinical Psychology, Speech and  Language Pathology, Social Work, Occupational Therapy, Physical Therapy or Nursing; and four (4) years of experience in early intervention or special education programs, including at least two (2) years in a program serving children birth to five years and their families.

 

NECESSARY SPECIAL REQUIREMENT

At the time of appointment and throughout the term of employment, candidates must possess a New York State Certification or Licensure in one of the following areas:  Special Education, Clinical Psychology, School Psychology, Social Work, Educational Administration, Speech and Language Pathology, Occupational Therapy, Physical Therapy or Nursing.
