DISTINGUISHING FEATURES OF THE
CLASS
Under general supervision, an
employee in this class is responsible for the overall administrative and
supervisory functions for the Department of Health Services’ Division of
Emergency Medical Services. The incumbent is responsible for the fiscal
operations of the Division and for overseeing the implementation of training,
quality improvement, and emergency preparedness programs. Work is performed under the general direction of
the Commissioner, and is reviewed through conferences and reports. Does related
work as required.
TYPICAL WORK
ACTIVITIES
Supervises staff involved in
planning and implementing NY State EMS Provider Certification; Recertification;
and Continuing Medical Education training programs for ambulance services and
special operations team providers;
Oversees the review of volunteer ambulance service operations;
Ensures proper certification of training staff and
course instruction within the guidelines of applicable national, state and
local organizations;
Prepares and administers the annual budget;
Represents the Division at
various regional and local emergency medical services meetings;
Prepares insurance policy
applications, contract renewals for per diem employees, and various reports as
required;
Determines the level of
emergency medical services coverage to be provided at various events and the
level of response to major emergencies;
Oversees the regional Emergency
Support Function (ESF) 8 Health and Medical Branch as the liaison to the
county’s Office of Emergency Management, and interface with various regional
and state agencies;
Represents the Division in
collaboration with other officials to prepare for, respond to, and recover from
naturally occurring or man-made large-scale events;
Prepares and administers
applicable federal, state, or local emergency preparedness grant budgets;
Serves as the Commissioner’s
Designee to oversee the contract with the Department’s On-Line Medical Control
Facility.

Comprehensive knowledge of the
principles, practices and techniques of emergency treatment procedures;
thorough knowledge of office management, organization and supervision; thorough
knowledge of the principles and practices of financial administration and
budgeting; thorough knowledge of literature, equipment and other materials
needed in the instruction of emergency medical treatment procedures; thorough
knowledge of the long-term needs of the County with regard to emergency medical
treatment facilities; thorough knowledge of emergency management practices and
principles; thorough knowledge of recent developments in the field of emergency
medical treatment and public health emergency preparedness; ability to plan,
organize and supervise the work of a staff in a manner conducive to full
performance and high morale; ability to establish and maintain successful
relationships with people; ability to prepare and write clear and concise
reports; ability to prepare and maintain accurate records; possess excellent oral
communication skills; possess leadership & management skills, such as time
management and conflict resolution; and be in physical condition commensurate
with the demands of the position.
MINIMUM QUALIFICATIONS

(a) Graduation from a college
with federally-authorized accreditation or registration by NY State with a
Bachelor's Degree in Business Administration, Public Administration, Healthcare
Administration, Emergency Management, or Homeland Security and six (6) years of
experience as a NYS Certified EMS Provider at the EMT-Paramedic level including
four (4) years of experience in managing, organizing and training ambulance or
healthcare personnel, which includes or is supplemented by two (2) years of
responsibility for fiscal operations.
(b) Graduation from a college
with federally-authorized accreditation or registration by NY State with a
Bachelor's Degree and eight (8) years of experience as a NYS Certified EMS
Provider at the EMT-Paramedic level including six (6) years of experience in
managing, organizing and training ambulance or healthcare personnel, which
includes or is supplemented by two (2) years of responsibility for fiscal
operations.
NECESSARY SPECIAL REQUIREMENT
At the time of appointment and during employment in
this title, employees must possess a valid license to operate a motor vehicle
in New York State.
Candidates must possess an
Emergency Medical Technician-Paramedic Certificate issued by the State of New
York at the time of appointment and maintain said certification throughout
employment in this title.
At time of appointment, must possess certificate of
completion of training for Incident Command System (ICS) / National Incident
Management System (NIMS) at the ICS 100, 200, 300, 700 and 800 levels.
