DISTINGUISHING
FEATURES OF THE CLASS
An employee in this class performs highly responsible
administrative, supervisory and program management duties associated with the
development, implementation and monitoring of health related programs. Supervision may be exercised over Senior
Medical Services Specialists and Medical Services Specialists. In the absence of such supervisory
responsibilities, a position in this class is distinguished from a senior level
position in that the incumbent is responsible for assisting in the development
of new programs in addition to policy and procedures for new and existing
programs. The incumbent also assumes
responsibility for developing a provider network for health related
programs. Work is performed under the
general supervision of a Division Administrator of Social Services or other high-level
administrator. Performs related duties
as required.
TYPICAL WORK
ACTIVITIES
Schedules and supervises the work of Senior Medical
Services Specialists, Medical Services Specialists, Caseworkers,
paraprofessionals and/or clerical staff;
Develops Provider Referral Services
by outreach efforts to medical providers, agency personnel, clients and
community groups to assure that medical needs of clients are met;
Trains hospital personnel and
private physicians' office staffs in the administration of health plan services
such as the Perinatal Rotation Plan (PRP), or medical home care services;
Develops ongoing procedures for the
provision of services including procedures for the state requirements in the
administration of Medical Assistance programs such as developing an outreach
advisory council;
Conducts individual and group
conferences with staff for assigning work as well as providing training,
guidance or development of staff skill;
Handles difficult cases or
emergencies as necessary and supervises staff to assure that the proper level
of care and medical needs of clients are identified;
Collects unit data and prepares
regular and special reports on caseloads, workloads, staffing, budgeting
records, etc.

KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive
knowledge of local, state and federal laws affecting social welfare, medical
and health programs, thorough knowledge of the procedures used in medical
diagnosis and treatment; thorough knowledge of the medical terminology used by
physicians and other medical personnel; thorough knowledge of the community,
its resources and its health needs; ability to plan, assign and supervise the
work of personnel in a manner conducive to full performance and high morale;
ability to establish and maintain effective working relationships with medical professionals, agency personnel and
members of the community; ability to express oneself clearly and concisely,
both orally and in writing; physical condition commensurate with the demands of
the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a college with
federally-authorized accreditation or registration by NY State with a
Bachelor's or a Master's Degree in Nursing or other health or human services
field, plus six (6) years of experience as a registered professional nurse in
home health care and/or the review of health care services for medical
necessity including at least four (4) years of home health care experience or
in the administration or supervision of preventive health care programs which
was gained within the last ten (10) years.
PROMOTIONAL
One (1) year of permanent
competitive status as a Senior Medical Services Specialist.
NECESSARY
SPECIAL REQUIREMENT
a) At the time of appointment and during employment in this
title, employees must possess a Registered Nurse's license issued by the State
of New York.
b) Employees must also possess and
maintain a valid license to operate a motor vehicle in New York State.
