DISTINGUISHING FEATURES OF THE CLASS
An
employee in this class assists in directing the activities of diverse units
within the Medical Services Bureau of the Department of Social Services engaged
in the scheduling, evaluation and management of cases of Medicaid recipients
authorized to receive services through programs mandated by the New York State
Department of Health. The incumbent is
responsible for implementing departmental policies within the assigned program
areas: Personal Care Services, Consumer Directed Personal Assistance, Limited
License Home Care Services, Medicaid Approved Assisted Living Facilities, and
other health related programs. The
emphasis of the position is on planning and supervising the work of units
containing health care professional, supervisory, paraprofessional, and
clerical personnel. The incumbent is expected to use considerable independent
judgment and initiative in the direction and formulation of program policies
within the framework of Federal, State and local rules and regulations. Work is performed under the general
supervision of the Medical Services Bureau Director and is reviewed through
consultation, periodic conferences and written reports. Does related work as required.
TYPICAL
WORK ACTIVITIES
Participates in the direction and
supervision of program activities within the Medical Services Bureau;
Assists in the coordination and
supervision of administrative and support services in the Bureau, including
training programs, monitoring and reporting procedures, and budgetary
preparation;
Assists in the coordination and
supervision of administrative and support personnel, including health care
professionals, supervisory, paraprofessional and clerical personnel providing
the delivery of a variety of services;
Meets with representatives of other
agencies and organizations to coordinate Medical Assistance related programs,
and to ensure medical needs of clients are met;
Reviews and applies regulations and
directives based on Federal, State and departmental regulations governing
various medical assistance programs;
Plans and implements necessary
program policies and procedures to be followed by staff;
Reviews record-keeping and
information retrieval systems and makes recommendations to facilitate analysis
of recipient utilization of program services;
Prepares periodic reports for
departmental administrators and New York State on the operation of the unit.

Thorough knowledge of local, state
and federal laws affecting social welfare, medical and health programs,
thorough knowledge of the procedures used in medical diagnosis and treatment;
thorough knowledge of the medical terminology used by physicians and other
medical personnel; thorough knowledge of the community, its resources and its
health needs; ability to plan, assign and supervise the work of subordinate
personnel in a manner conducive to full performance and high morale; ability to
establish and maintain effective working relationships with medical
professionals, agency personnel and members of the community; ability to
express oneself clearly and concisely, both orally and in writing; physical
condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN
COMPETITIVE
Graduation from a college with federally-authorized
accreditation or registration by NY State with a Master’s Degree in Nursing or
Public Health, and seven (7) years of experience as a registered professional
nurse in home health care and/or the review of health care services for medical
necessity, including at least five (5) years of supervisory or administrative
experience in home health care or preventive health care programs.
NOTE: Experience must have been obtained within the
last ten (10) years.
PROMOTIONAL
Two (2) years of
permanent competitive status as a Supervising Medical Services Specialist.
NECESSARY SPECIAL REQUIREMENT
a) At the time of appointment and during
employment in this title, employees must possess a Registered Nurse's license
issued by the State of New York.
b) Employees must also
possess and maintain a valid license to operate a motor vehicle in New York State.
