DISTINGUISHING FEATURES OF THE CLASS

An employee in this class directs the activities of diverse units within the Medical Services Bureau of the Department of Social Services engaged in the scheduling, evaluation and management of cases of Medicaid recipients authorized to receive services through programs mandated by the New York State Department of Health. The incumbent provides administrative direction and supervision to health care professional, supervisory, paraprofessional and clerical personnel.  The emphasis of the position is on the organization of bureau structure and workflow, formulation of unit goals, policies and procedures, and the supervision of data collection and information retrieval.  The incumbent is expected to use considerable independent judgment and initiative in the direction and formulation of program policies.  Work is performed under the general supervision of the Division Administrator and is reviewed through consultation, periodic conferences and written reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

     Organizes, directs and coordinates the activities of a large group of professionals, including health care, supervisory, paraprofessional and clerical personnel who provide the delivery of a variety of services and review requests for authorization for medical services provided to Medical Assistance recipients;

     Interprets Federal, State and departmental regulations and directives, and plans and establishes policies and procedures to be followed by staff;

     Formulates and directs ongoing in-service training programs;

     Administers the collection of operational statistical data necessary for measuring program efficiency and effectiveness and assures timely, state-mandated, reporting;

     Coordinates services and staff activity with other division and departmental operations and with outside agencies;

     Acts as a community liaison with professional groups and organizations with social service interests to inform them of the goals and objectives of the bureau;

     Develops and maintains contacts with health care providers and organizations to encourage participation in the service delivery aspect of the program;

     Establishes and maintains working relationships with professional, community; social service or other organizations;

     Designs record-keeping and information retrieval systems to facilitate analysis of recipient utilization of program services;

     Prepares periodic reports for departmental administrators and New York State on the operation of the unit;

     Prepares the annual budget for the unit.

Comprehensive knowledge of the operations, principles and procedures of medical care delivery systems; thorough knowledge of the principles and practices of office management and supervision; thorough knowledge of current developments, literature and sources of information pertaining to the field of medical care administration; thorough knowledge of the operations of Federal, State and local social services and public assistance programs; ability to develop and implement administrative and case management procedures and to evaluate their efficiency and effectiveness; ability to analyze and evaluate complex data, prepare comprehensive reports and make practical recommendations concerning the solu­tions of medical care problems; ability to plan, direct and review the work of subordinate employees in a manner conducive to full performance and high morale; ability to establish and maintain effective working relationships with health care providers, professional organizations, other public officials and the general public; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

     OPEN COMPETITIVE

     Graduation from a New York State or regionally accredited college or university with a Master's Degree in Nursing or Public Health and eight (8) years of experience in a health or social service agency, five (5) years of which must have been in an administrative capacity with responsibility for program planning, direction and coordination.

NOTE: Experience must have been obtained within the last ten (10) years.

    

     PROMOTIONAL

     One (1) year of permanent competitive status as an Assistant Medical Services Bureau Director or three (3) years of permanent competitive status as a Supervising Medical Services Specialist.
