DISTINGUISHING FEATURES OF THE
CLASS
Under general supervision, an
employee in this class supervises and participates in the operations of a
substance use disorder treatment clinic in the Health Services Department. The
work involves functioning as an advanced counselor in supervising the clinical
aspects of various programs offered by the clinic, as well as working directly
with patients. The incumbent is
responsible for the training, development, and supervision of subordinate
clinic staff. Supervision is received
from a Clinic Coordinator (Drug Abuse), or other administrative supervisor,
through conferences and written reports.
Does related work as required.
TYPICAL WORK ACTIVITIES
Orients, trains and supervises subordinate personnel in
a substance use disorder treatment clinic;
Supervises the interviewing and screening of prospective
patients seeking admission to substance use disorder treatment programs;
Supervises the planning, implementation, and evaluation
of individualized treatment plans for each patient;
Supervises the maintenance of
patient records and reports;
Assists in planning and implementing new policies and
procedures in conformance with Federal, State and local regulations governing
clinic set-up and objectives;
Prepares special, monthly, and annual reports on clinic
services;
Requisitions and distributes clinic supplies and
equipment;
Establishes and maintains liaison with community groups,
federal and state health offices, and other county agencies to ensure provision
of services;
May conduct education and information sessions, workshops,
and training programs for individuals with substance use disorders and members
of their community;
May counsel patients regarding job training and
placement, advise them of available social services, and refer them to other
agencies if necessary.

Thorough knowledge of the
principles and practices of the operation
and administration of a community substance use disorder clinic; thorough
knowledge of the goals and program objectives of substance use disorder clinics;
good knowledge of current developments, literature and sources of information
in the field of clinic administration; ability to plan and supervise the work
of personnel in a manner conducive to full performance and high morale; ability
to establish and maintain effective working relationships with community groups
and other governmental agencies; ability to express oneself clearly and
concisely, both orally and in writing; ability to maintain an understanding
attitude toward patients' problems and needs, while remaining objective; good
judgment; ability to control temper and emotions when interacting with
patients; ability to remain calm and exercise sound judgment in stressful
situations, including those in which the patient exhibits verbally and/or physically
aggressive behavior; physical condition commensurate with the demands of the
position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a college with federally-authorized
accreditation or registration by NY State with a Bachelor’s degree, and current
certification from NYS Office of Alcohol and Substance Abuse Services (OASAS)
as a Credentialed Alcoholism and Substance Abuse Counselor (CASAC), or
possession of the requirements necessary to be designated as a Qualified Health
Professional (QHP) as defined in Title 14 NYCRR Part 800.3 (L), with one year
of experience or satisfactory completion of a training program in the treatment
of substance use disorders.
PROMOTIONAL
One (1) year of permanent competitive status as a Drug
Counselor or Drug Counselor (Spanish Speaking), and graduation from a college
with federally-authorized accreditation or registration by NY State with a
Bachelor’s Degree.
NECESSARY SPECIAL REQUIREMENTS
At time of appointment and during employment in this
title, candidates are required to maintain status as a QHP.
Candidates
will be required to complete thirty (30) hours of Clinical Supervision
Foundations I & II training within one (1) year of appointment
Depending on the nature of the assignment, at the time of
appointment and throughout employment in this title, employees may be required
to possess a valid license to operate a motor vehicle in New York State.
Candidates may be subject to a background investigation.
