DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for the administration of a substance use disorder treatment clinic in the Health Services Department. The incumbent exercises administrative control over all staff in the assigned clinic. The work is carried out in accordance with established federal and state regulations concerning substance use disorder treatment centers. This class differs from that of Clinic Supervisor (Drug Abuse) by virtue of the fact that supervision is exercised over all staff in the assigned clinic and administrative responsibility is greatly increased. Work is performed under the general supervision of the Clinic Administrator or other administrative supervisor.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Coordinates the activities of clinic programs;

            Prepares required reports to federal and state agencies;

            Evaluates the effectiveness of existing services;

            Determines, through studies and surveys, the need for increased or additional substance use disorder treatment services;

            Maintains contacts with federal and state agencies concerning requirements of licensure for substance use disorder treatment programs;

            Prepares regular and special reports on program services;

            Develops and implements new substance use disorder treatment programs and services;

            May interact directly with patients to address complex patient needs.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the field of substance use disorder treatment; comprehensive knowledge of the operations, principles, practices and clientele of substance use disorder treatment centers; comprehensive knowledge of the federal, state and local regulations affecting substance use disorder treatment; good knowledge of administrative practices; ability to plan and supervise the work of a large professional staff; ability to express oneself clearly and concisely, both orally and in writing; ability to relate to and interact on a professional level with individuals with substance use disorders, clinical staff, government officials, and the general public; ability to maintain accurate records and to prepare comprehensive narratives and statistical reports; ability to control temper and emotions when interacting with patients; ability to remain calm and exercise sound judgment in stressful situations, including those in which the patient exhibits verbally and/or physically aggressive behavior; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a college with federally-authorized accreditation or registration by NY State with a Master’s Degree in Human Services, and current certification from NYS Office of Alcohol and Substance Abuse Services (OASAS) as a Credentialed Alcoholism and Substance Abuse Counselor (CASAC), or possession of the requirements necessary to be designated as a Qualified Health Professional (QHP) as defined in Title 14 NYCRR Part 800.3 (L), with one year of experience or satisfactory completion of a training program in the treatment of substance use disorders. 

 

NECESSARY SPECIAL REQUIREMENT

At time of appointment and during employment in this title, candidates are required to maintain status as a QHP. 

Candidates will be required to complete thirty (30) hours of Clinical Supervision Foundations I & II training within one (1) year of appointment.

 

Depending on the nature of the assignment, at the time of appointment and throughout employment in this title, employees may be required to possess a valid license to operate a motor vehicle in New York State. 

 

Candidates may be subject to a background investigation.
