DISTINGUISHING FEATURES OF THE CLASS
An employee in this class plans, develops, coordinates
and directs the services, programs and activities of the Medical Services
Bureau of the Department of Social Services. The incumbent promulgates
policies, procedures and objectives, implements new programs, and modifies
existing programs. The employee exercises supervisory responsibility over a
large number of professional, paraprofessional and clerical employees. Work is
performed under the supervision of a Division Administrator of Social Services
or other administrative supervisor, and is reviewed through conferences and the
achievement of desired objectives. Does
related work as required.
TYPICAL WORK ACTIVITIES
Plans, assigns, supervises and evaluates the work of
nursing and casework staff of the Medical Services Bureau;
Reviews
proposed changes to local, State and Federal laws and regulations that govern
medical home care programs, and prepares reports regarding their impact on the
Departments of Social Services, Health and other departments or agencies;
Collects
data and prepares reports on programs, caseloads, cost containment projects,
staffing, etc;
Coordinates
training programs for staff;
Coordinates
and conducts meetings with provider agencies;
Participates
in various interagency advisory board meetings and committees dealing with
Medicaid home care programs
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Comprehensive knowledge of local, State and Federal laws
affecting social welfare, medical and health programs, thorough knowledge of
the procedures used in medical diagnosis and treatment; thorough knowledge of
medical terminology used by physicians and other medical personnel; ability to
evaluate and develop programs and procedures; ability to assess the impact of
legislation on existing programs; ability to plan, direct and evaluate the work
of a subordinate staff in a manner conducive to full performance and high
morale; ability to develop effective working relationships with medical
professionals, agency personnel and members of the community; ability to
prepare clear, concise and comprehensive reports and administrative
recommendations; good judgment; physical
condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
PROMOTIONAL
Two (2) years of permanent competitive status as a
Supervising Medical Services Specialist.
NECESSARY SPECIAL REQUIREMENT
a) At the time of appointment and throughout employment in
the title, employees must possess a Registered Nurse's license issued by New
York State.
b) Employees
must possess and maintain a valid license to operate a motor vehicle in New
York State.
