DISTINGUISHING FEATURES OF THE CLASS

An employee in this class coordinates the social work services of a health center, or a major medical or mental health social work program within the Department of Health Services. Work is primarily administrative in nature and includes development and implementation of program goals, budget preparation, writing grant proposals and supervision of professional, para-professional and clerical staff. The incumbent exercises a considerable degree of independent judgment and initiative. Work is reviewed by an administrative supervisor through conferences and written reports. Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Assists an administrative supervisor in establishing program policies and procedures;

            Evaluates program effectiveness and, when necessary, implements changes;

            Assesses and supervises the assessment of referrals received for case management;

            Researches and prepares grant applications for program funding;

            Promotes and develops close working relationships with social work agencies, community mental health agencies, community groups, community based organizations and the general public;

            Identifies, develops and maintains a referral network for the provision of services to program participants;

            Functions as a resource person for the department;

            Serves on a variety of program related committees;

            Supervises and evaluates the performance of program personnel. 

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of current literature and sources of information pertaining to medical social work; thorough knowledge of community resources and how to use them effectively; thorough knowledge of federal, state, local and departmental regulations pertaining to medical social work; good knowledge of medical terminology; ability to plan, implement and evaluate medical social work programs; ability to analyze and evaluate data, and prepare clear and comprehensive reports based on the analyses; ability to establish and maintain effective working relationships with co-workers, physicians, representatives of health and social service agencies, and clients and their families; ability to supervise personnel in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

           

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a college with federally-authorized accreditation or registration by NY State with a Master's Degree in Social Work, and two (2) years of experience as a medical social worker in a hospital, out-patient clinic, medical rehabilitation facility or mental health facility.

 

            PROMOTIONAL

            Two (2) years of permanent competitive status as a Medical Social Worker or Medical Social Worker (Spanish Speaking).

 

NECESSARY SPECIAL REQUIREMENTS

            At the time of appointment and throughout employment in this title, candidate must be Licensed as a Master Social Worker (LMSW) or be a Licensed Clinical Social Worker (LCSW) by the New York State Education Department.

            At the time of appointment and throughout employment in this title, candidates are required to possess a valid license to operate a motor vehicle in New York State.
