DISTINGUISHING FEATURES OF THE CLASS

An employee in this class performs administrative and professional work involving the responsibility for planning, laying out and supervising the work of medical social workers engaged in advising and consulting with caseworkers, administrative personnel and physicians dealing with solutions to social and emotional problem cases related to illness.  Responsibilities include participation in Community Health Planning, directing a Health Guide Program and Health Information and Referral Service Education.  Work is reviewed by an administrative supervisor for effectiveness of programs developed and adherence to departmental regulations and policies.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Plans with medical consultants the policies and procedures related to medical aspects of casework programs;

            Plans and supervises the work of medical social workers in assisting caseworkers, department administrators and professional staff by interpreting medical and social aspects of cases;

            Establishes and maintains effective working relationships with medical and allied professions, hospitals and health agencies within Suffolk County;

            Plans an in-service training course relating to medical aspects of social casework;

            Formulates methods for preparing and recording, in case histories, medical and social information pertinent to cases;

            Reviews aid to disabled cases prior to submission to the state medical review team, and assists social service staff in follow-ups for recommendations of treatment made by the medical review team;

            Represents the Commissioner of Health Services on various boards, councils and committees, which may entail attending monthly or bi-monthly evening meetings;

            Participates in planning and operating the Economic Opportunity Program and in surveys concerning poverty areas and attends training sessions;

            Acts as liaison between the Department of Health Services and the Family Planning Program and Local Action Centers;

            Serves as the Department of Health Services resource person with respect to medical social work theories and practices and social factors affecting illness;

            Assists the Suffolk County Youth Board in reviewing and evaluating applications for funding youth programs;

            Directs and supervises students from the graduate school of social welfare;

            Gives annual lecture on the Public Health Social Work Program at Farmingdale;

            Coordinates all community outreach service of the County.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the theory and practices of medical social work and of social factors affecting illness; comprehensive knowledge of federal, state, local and departmental regulations pertaining to medical social work; thorough knowledge of community health and welfare resources; good knowledge of medical terminology; ability to interpret the medical program of the department for community health agencies and interested persons; ability to understand the proper use of diagnostic information without violating medical ethics; ability to establish and maintain effective working relationships with co-workers, physicians and health and welfare agencies; ability to develop and install large scale administrative procedures and operations and to evaluate their efficiency and effectiveness; ability to analyze and evaluate data, prepare comprehensive reports and make practical recommendations concerning the solution of medical social work problems; ability to express oneself clearly and concisely, both orally and in written communications; ability to analyze staff performance and direct the planning on in-service training courses; physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a college with federally-authorized accreditation or registration by NY State with a Master's Degree in Social Work and four (4) years of experience as a medical social worker in a hospital, out-patient clinic, medical rehabilitation facility or mental health facility.

 

            PROMOTIONAL

            Either:

a)   Two (2) years of permanent competitive status as a Medical Social Worker II; or

b)   Four (4) years of permanent competitive status as a Medical Social Worker or Medical Social Worker (Spanish Speaking)

 

NECESSARY SPECIAL REQUIREMENTS

            At the time of appointment and throughout employment in this title, candidates must be Licensed as a Clinical Social Worker (LCSW) by the New York State Education Department.

            At the time of appointment and throughout employment in this title, candidates are required to possess a valid license to operate a motor vehicle in New York State.
