FEATURES OF THE CLASS
Under general direction, an employee in this
class is responsible for the administrative, personnel, financial, and
purchasing functions of an emergency medical services unit of a fire district.
The incumbent is responsible for the management and supervision of Emergency
Medical Technicians at all levels of certification who provide first-aid
treatment or emergency medical care either through an ambulance or non-ambulance
service at the site of occurrence. Administrative
supervision is received from the Fire District Manager or Board of Fire
Commissioners through personal consultation, written reports and through
instructions on special assignments. Does related work as required.
Supervises
and evaluates the work of Emergency Medical Technicians who provide emergency
medical care to those in need;
Creates and manages both short and
long-term emergency medical services goals for the fire district such as
developing more effective and efficient models of operations to decrease
emergency medical response times;
Creates and maintains a Standard of
Operations relating to the fire district in accordance with regional, state,
and federal mandates or standards;
Develops and implements training
modules for proficiency drills and in-service training for new standards and
protocols and keeps up to date on the most current training techniques;
Develops comprehensive quality assurance
and quality improvement initiatives in conjunction with the County and the district
Medical Director and serves as the Chairman of the QA/QI Committee;
Oversees recruitment, hiring, staffing,
retention and disciplinary issues related to EMS personnel;
Develops and manages the budget for
EMS services for approval by the Board of Fire Commissioners by monitoring
expenses, forecasting funds and identifying grant sources;
Prepares and submits grant proposals
for EMS related services;
Oversees all equipment repairs on
ambulances by coordinating with the Commissioner in charge of vehicles and the
district mechanic;
Oversees the ordering of medical
supplies and equipment;
May function as the district’s
Controlled Substance Agent;
May fill in as an Emergency Medical
Technician on any tour not properly covered.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES
AND PERSONAL CHARACTERISTICS
Thorough
knowledge of the principles, practices and techniques of emergency treatment
procedures appropriate for a New York State Certified Emergency Medical
Technician - Paramedic; thorough knowledge of recent developments in the field
of emergency medical treatment; good knowledge of the methods and procedures
used in the preparation of budgets; good knowledge of purchasing and bookkeeping
methods; ability to plan and supervise the work of subordinate personnel in a
manner conducive to full performance and high morale; ability to express
oneself clearly and concisely, both orally and in writing; ability to prepare
and maintain accurate records and reports; ability to remain calm when
eliciting information from persons who may be in a highly emotional state;
ability to evaluate the extent of illness or injury; ability to establish and
maintain effective working relationships with people; physical condition
commensurate with the demands of the position.
OPEN COMPETITIVE
Graduation from a standard senior
high school or possession of a high school equivalency diploma and four (4)
years of full-time experience as an Emergency Medical Technician – Paramedic,
one (1) year of which must be in a supervisory capacity.
NOTE: Additional
education from a college with federally-authorized accreditation or
registration by NY State may be substituted for experience on a year-for-year
basis up to two (2) years. There will be
no substitution allowed for the one (1) year of experience in a supervisory
capacity.

Candidates must maintain a current Emergency Medical Technician – Paramedic Certificate
throughout employment in this title.
2.
Candidates may be required to possess the appropriate New York State driver’s
license, and maintain such license throughout employment in this position.
3.
Candidates must be free of any speech or hearing defects that would impair
functioning in this position.

Competitive
