DISTINGUISHING FEATURES OF THE CLASS

Under direct supervision, an employee in this class provides screening and counseling services to individuals seeking admission to, or currently enrolled in, substance use disorder treatment programs.  Work involves interviewing patients and prospective patients, as well as planning, implementing, and monitoring individualized treatment plans for each patient.  Work is reviewed by a clinical and/or administrative supervisor through conferences and written reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Interviews and screens individuals seeking admission to substance use disorder treatment programs;

            Plans, implements and evaluates an individualized treatment plan for each patient;

            Monitors patient progress and makes recommendations for further treatment if necessary;

            Provides individual and group counseling services;

            Maintains patient records and reports; 

            Monitors the collection of patient urine samples and keeps pertinent records;

            Collaborates with supervisors and clinic staff regarding patient progress and patient services;

            May conduct education and information sessions, workshops, and training programs for individuals with substance use disorders and members of their community;

            May counsel patients regarding job training and placement, advise them of available social services, and refer them to other agencies if necessary.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of the principles and practices of substance use disorder treatment;  good knowledge of the social and clinical problems associated with substance use disorders; good knowledge of the resources available for the treatment and care of individuals with substance use disorders; good knowledge of the current literature and sources of information regarding substance use disorders; ability to establish and maintain effective working and personal relationships with patients, co-workers and the general community; ability to express oneself clearly and concisely, both orally and in writing; ability to maintain an understanding attitude toward patients' problems and needs, while remaining objective; good judgment; ability to control temper and emotions when interacting with patients; ability to remain calm and exercise sound judgment in stressful situations, including those in which the patient exhibits verbally and/or physically aggressive behavior; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Current certification from NYS Office of Alcohol and Substance Abuse Services (OASAS) as a Credentialed Alcoholism and Substance Abuse Counselor (CASAC), or possession of the requirements necessary to be designated as a Qualified Health Professional (QHP) as defined in Title 14 NYCRR Part 800.3 (L), with one year of experience or satisfactory completion of a training program in the treatment of substance use disorders. 

 

NECESSARY SPECIAL REQUIREMENT

            At time of appointment and during employment in this title, candidates are required to maintain status as a QHP.

            Depending on the nature of the assignment, at the time of appointment and throughout employment in this title, employees may be required to possess a valid license to operate a motor vehicle in New York State.

            Candidates may be subject to a background investigation.
