DISTINGUISHING FEATURES OF THE CLASS

Under supervision, an employee in this class plans, develops and coordinates a program servicing substance abusers and their families.  This coordinated effort involves a continuous contact with all public and private community agencies and services that are concerned about or involved in the treatment of substance abuse.  Supervision is exercised over substance abuse counselors.  Performs related work as required.

 

TYPICAL WORK ACTIVITIES

          Initiates an integrated program through liaison, consultation, and training services with representatives of community substance abuse services and agencies;

          Develops a register of persons known to be afflicted with the problems of substance abuse;

          Provides supervision to professional staff members at treatment centers;

          Serves as a liaison to the New York State Office of Alcoholism and Substance Abuse Services as well as to the inpatient treatment services for substance abusers in the State hospitals located in Suffolk County;

          Develops in-service training programs and seminars for the staff members regarding the care and treatment of substance abusers;

          May develop, prepare and submit grant applications for additional programs and services to fill the gap between existing resources and unmet needs;

          Ensures proper billing procedures are implemented and maintained;

          Oversees the preparation of statistical reports.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of mental health and substance abuse treatment and services and the related role of prevention and control; thorough knowledge of all Federal, State and local programs and laws related to the care and treatment of substance abusers; thorough knowledge of the policies and programs existing within the Suffolk County area; knowledge of practices and techniques of community mental health education; ability to maintain an effective working relationship with all community services and agencies; ability to supervise personnel in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely, both orally and in writing; ability to effectively use all means of communications media; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree, and three (3) years of experience providing substance abuse services, one (1) year of which must have been in a supervisory capacity.

 

NECESSARY SPECIAL REQUIREMENT

 Candidates must meet one of the following at the time of appointment and maintain the requirement throughout employment in the title:

 

          a)  Possession of a current certification as a Credentialed Alcohol and Substance Abuse Counselor (CASAC) issued by the New York State Office of Alcoholism and Substance Abuse Services in accordance with Article 19 of the Mental Hygiene Law or a comparable credential, certificate or license from another recognized certifying body as determined by the Office;

          b) License and current registration through the New York State Education Department as a certified social worker, nurse practitioner, occupational therapist, physician, registered professional nurse, psychologist, or physician's assistant whose practice is in conformity with Section 3701 of the Public Health Law;

c) Certification as a rehabilitation counselor by the Commission of Rehabilitation Counselor Certification;

          d) Certification as an accredited family therapist by the American Association for Marriage and Family Therapy (AAMFT).

          e) Certification as a therapeutic recreation therapist from the National Council for Therapeutic Recreation Certification.
