DISTINGUISHING FEATURES OF THE CLASS

Under general direction, an employee in this class supervises, plans, and participates in the activities of an Employee Assistance Program (EAP) within a municipality or other local jurisdiction. The incumbent is responsible for coordinating services, reviewing assessments and case management, and resolving clinical questions and concerns.  Supervision is exercised over Employee Assistance Program Coordinators.  Work is reviewed by an administrative supervisor through conferences and written reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Delegates cases for evaluation and assessment or reassessment of providers to be included in EAP database, based on insurance coverage changes of providers;

            Coordinates response to emergency and/or crisis intervention circumstances; schedules coverage for 24-hour crisis phone line;

            Meets with Employee Assistance Program Coordinators to review case management, assessment, and any difficulties or concerns they have;

            Reviews all program paperwork, maintains statistics of program activities, prepares reports on program activities, and recommends changes;

            Evaluates the effectiveness of the program and its promotion through feedback from service providers and employees, and by the extent to which employees utilize the program;

            Develops workshop curriculum for employees and presents workshops, seminars, and trainings;

            Establishes and maintains professional working relationships with employee assistance program local committees and staff.

           

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of counseling and interviewing techniques; thorough knowledge of area mental health and counseling resources and how to use them effectively;  thorough knowledge of the social aspects of mental disease and substance abuse, and of modern treatment methods; comprehensive knowledge of current developments and sources of information in the field of employee assistance programs; thorough knowledge of personality development and the factors which contribute to mental, emotional and social maladjustment and deficiencies; ability to supervise subordinates in a manner conducive to full performance and high morale; ability to formulate concise training instructions; ability to develop and maintain cooperative relationships with clients, treatment professionals and employees of other agencies in the public and private sectors; ability to express oneself clearly and concisely, both orally and in writing; ability to analyze information and arrive at sound conclusions; good judgment; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            (a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Master's degree in social work, counseling, psy­chology or a related field, and four (4) years of paid experience as a social worker or therapeutic counselor; or,

            (b) Graduation from a college with federally-authorized accreditation or registration by NY State  with a Bachelor's degree in social work, counseling, psychology or a related field, and six (6) years of paid experience as a social worker or therapeutic counselor; or,

            (c) An equivalent combination of education and experience as defined by the limits of a) and b).

      

            PROMOTIONAL

            Two (2) years of permanent competitive status as an Employee Assistance Program Coordinator. 

 

NECESSARY SPECIAL REQUIREMENT

Possession of a valid New York State driver's license at the time of appointment.  Appointees must maintain a valid license throughout their employ­ment in this title.
