DISTINGUISHING FEATURES OF THE CLASS

Under general direction, an employee in this class plans and participates in the activities of an Employee Assistance Program (EAP) within a municipality or other local jurisdiction. The incumbent provides direct assessment and referral services to the employees of that jurisdiction, may evaluate mental health treatment professionals, programs and agencies, and promotes community awareness of services being offered.  Supervision may be exercised over a small clerical staff.  Progress is reviewed by an administrative supervisor through conferences and written reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Screens and assesses the needs of employees seeking counseling, refers employees to outside resources for continuing help, and provides crisis intervention services when necessary;

            Develops and conducts presentations to employees, management and union representatives to familiarize them with the program's goals and operations, and to encourage participation in the program;

            Designs promotional materials, writes educational articles and coordinates outreach and training activities related to the program;

            Establishes and maintains professional working relationships with employee assistance programs in other jurisdictions;

            May evaluate treatment programs and professional practitioners in the private sector to determine their suitability as program resources;

            Evaluates the effectiveness of the program and its promotion through feedback from service providers and employees, and by the extent to which employees utilize the program;

            Maintains confidential records and prepares periodic reports.

 

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of counseling and interviewing techniques; thorough knowledge of area mental health and counseling resources and how to use them effectively; thorough knowledge of the social aspects of mental disease and substance abuse, and of modern treatment methods; thorough knowledge of current developments and sources of information in the field of employee assistance programs; good knowledge of personality development and the factors which contribute to mental, emotional and social maladjustment and deficiencies; ability to develop and maintain cooperative relationships with clients, treatment professionals and employees of other agencies in the public and private sectors; ability to express oneself clearly and concisely, both orally and in writing; ability to analyze information and arrive at sound conclusions; good judgment; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            (a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Master's degree in social work, counseling, psy­chology or a related field, and two (2) years of paid experience as a social worker or therapeutic counselor; or,

            (b) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's degree in social work, counseling, psychology or a related field, and four (4) years of paid experience as a social worker or therapeutic counselor; or,

            (c) An equivalent combination of education and experience as defined by the limits of a) and b).

 

NECESSARY SPECIAL REQUIREMENT

Possession of a valid New York State driver's license at the time of appointment.  Appointees must maintain a valid license throughout their employ­ment in this title.
