DISTINGUISHING FEATURES OF THE CLASS

An employee in this class works to answer the special needs of handicapped persons in diverse areas.  The work involves providing services and special accommodations for handicapped residents. Work is performed under the general supervision of an administrative supervisor, and is reviewed through conferences and the submission of required reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Records all inquiries and states problems of handicapped residents;

          Reviews aids for the handicapped in health, safety, housing, transportation and any other matter affecting the handicapped;

          Encourages those controlling public buildings to consider how their facilities might be modified to answer the needs of the handicapped;

          Attends meetings with organizations benefiting handicapped persons such as the Muscular Dystrophy Foundation and the Multiple Sclerosis Foundation;

          Supervises a volunteer Handicapped Action Line for the assistance of handicapped persons;

          Prepares the proposed budget and allocates expenditures.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of public assistance programs offered to the handicapped; good knowledge of the problems faced by the handicapped; ability to communicate effectively with officials in the public and private sectors to encourage their cooperation in bettering the conditions which are problems for the handicapped; ability to instruct and supervise volunteer workers in such a way as to attain an effective means of assistance through the Handicapped Action Line; ability to represent the handicapped as an advocate in public and private sectors; good judgment; tact; physical condition commensurate with the demands of the posi­tion.

 

MINIMUM QUALIFICATIONS

          Either:

(a)          Graduation from a New York State or Regionally accredited college or university or university with a Bachelor's Degree, and six (6) years of experience in the delivery of health, social, educational, recreational or community services for the disabled, or in the field of counseling the disabled; or,

 

(b)          Graduation from a standard senior high school or possession of a high school equivalency diploma, and ten (10) years of experience in the delivery of health, social, educational, recreational or community services for the disabled, or in the field of counseling the disabled; or,

 

(c)          An equivalent combination of education and experience as determined by the limits of (a) and (b).
