DISTINGUISHING FEATURES OF THE CLASS

An employee in this class works to provide services and advocacy for the County’s disabled residents. Responsibilities include coordinating County services for the disabled, developing programs to assist the disabled in becoming more self-sufficient, advocating for changes to solve problems facing the disabled, and providing specialized services not provided by other County departments. In addition, responsibility is included for ensuring County government compliance with federal and state laws affecting people with disabilities, including, but not limited to, the Americans with Disabilities Act (ADA) and Section 504 of the Rehabilitation Act of 1973. Information and referrals are also provided to Suffolk County residents. Work is performed under the general supervision of an administrative supervisor, and is reviewed through conferences and the submission of required reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Supervises all employees in the County Executive’s Office for People with Disabilities;

            Oversees the proper recording all inquiries received in the office;

            Oversees the Suffolk County Accessible Transit program;

            Oversees the maintenance of a database containing information about products and services related to health, safety, housing, and transportation available to people with disabilities;

            Encourages those controlling public buildings to consider how their facilities might be modified to answer the needs of the disabled;

            Attends meetings with organizations benefiting disabled persons such as the Muscular Dystrophy Foundation and the Multiple Sclerosis Foundation;

            Prepares the proposed budget and allocates expenditures.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the Americans with Disabilities Act, Section 504 of the Rehabilitation Act of 1973 and other laws affecting people with disabilities; Good knowledge of public assistance programs offered to the handicapped; good knowledge of the problems faced by the disabled; ability to communicate effectively with officials in the public and private sectors to encourage their cooperation in bettering the conditions which are problems for the disabled; ability to represent the disabled as an advocate in public and private sectors; good judgment; tact; physical condition commensurate with the demands of the posi­tion.

 

MINIMUM QUALIFICATIONS

            Either:

            a) Graduation from a college with federally-authorized accreditation or registration  by New York State  with a Bachelor's Degree, and six (6) years of experience in the delivery of health, social, educational, recreational or community services for the disabled, or in the field of counseling the disabled; or,

 

            b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and ten (10) years of experience in the delivery of health, social, educational, recreational or community services for the disabled, or in the field of counseling the disabled; or,

 

            c) An equivalent combination of education and experience as determined by the limits of (a) and (b).
