DISTINGUISHING FEATURES OF THE CLASS
An employee in this class assists an administrator in planning and
developing services, activities and programs for the handicapped residents of
a municipality. The incumbent assists in coordinating and referring counseling
services to answer the special needs of handicapped residents in diverse
areas. Work is performed under general
supervision and is reviewed through conferences, consultations and the
submission of written reports. Does
related work as required.
TYPICAL WORK ACTIVITIES
Assists in planning and
developing activities and programs for handicapped residents;
Assists in coordinating
and referring counseling services;
Provides services for
people who are handicapped;
Provides advocacy and
referral services for handicapped people who are in need of assistance;
Represents the division
at meetings and activities when delegated to do so by the director;
Coordinates the requests
and calls for use of handicapped buses;
Facilitates the
acceptance of reasonable accommodation standards for the handicapped by outside
organizations;
Performs on-site visits
to determine the feasibility of removal of architectural barriers; confers
with property owners and managers to encourage accessibility; keeps statistics
of improvements;
Coordinates Handicapped
Awareness Week in conformance with established plans, i.e. contacts
participants and arranges for rental of equipment;
Coordinates the summer
employment program in conformance with established plans, i.e. contacts
previous employers and employees and develops tentative schedules, in
accordance with the director of the division.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Some knowledge of the problems faced by the handicapped; some knowledge
of public assistance programs offered to the handicapped; some knowledge of
social, educational and familial problems associated with the handicapped; some
knowledge of modern techniques, current literature and sources of information
available in the field of handicapped services; some knowledge of the
principles, practices and techniques of counseling, group counseling, community
organization and communication media; some knowledge of the principles and
practices of public relations; some knowledge of the techniques and methods of
data collection and analysis; ability to communicate effectively with officials
in the public and private sectors; ability to take and keep statistics and
prepare comprehensive reports; ability to express oneself clearly and
concisely, both orally and in writing; good judgment, tact; physical condition
commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Either:
a)
Graduation from a New York State or
Regionally accredited college or university with a Bachelor's Degree, and two
(2) years of experience in the delivery of health, social, educational,
recreational or community services for the disabled or in the field of
counseling the disabled; or,
b)
Graduation from a standard senior high
school or possession of a high school equivalency diploma, and six (6) years of
experience in the delivery of health, social, educational, recreational or
community services for the disabled or in the field of counseling the disabled;
or,
c) An equivalent
combination of education and experience as determined by the limits of a) and
b).
