CASEWORKER (SPANISH SPEAKING) 3004
Under general supervision, an employee in this class performs professional social work services for individuals and families in an assigned district. The duties require proficiency in both the Spanish and English languages. The incumbent is responsible for case management, including determination of eligibility for assistance, evaluation and diagnostic assessment of clients' needs and development of a service plan in accordance with the case assessment. Work includes recording and documentation of findings and actions taken in accordance with existing federal, state and local laws. Supervision is received through conferences, written reports and review of case records. Does related work as required.
TYPICAL WORK ACTIVITIES
Identifies
the need for services through in-depth interviews with clients and makes
referrals where appropriate;
Reviews
existing case records for information to use in formulating a plan of service;
Provides
counseling to motivate individuals or families to increase their own capacity,
potential, and confidence in their ability to meet stated goals;
Studies the
background and need for care of children referred, securing information from
the child, the family, relatives, schools, churches, family courts and other
agencies;
Plans with
parents and relatives for the care of children and reestablishment of the home;
Establishes
a relationship with individuals and families to assess needed services, and
formulates a contract, where appropriate, to deliver the designated services;
Complies
with federal, state and local mandates for protection of adults and children;
Assesses the
need for foster care, performs home care studies for adoption, foster care or
day care homes;
Periodically
reviews cases for possible revision of service plan due to changes in status;
Works with
other departments and agencies in providing and coordinating the provision of
needed services;
Initiates
court petitions as appropriate to case assessment and testifies in court
proceeding as required.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Good knowledge of federal, state and local public welfare
laws, programs and operation of the courts; good knowledge of the principles
and practices of social casework; ability to read, write and converse fluently
in both the Spanish and English languages; ability to work effectively and with
sensitivity in providing assistance to social services clients; ability to
prepare and maintain clear, accurate and comprehensive case records; ability to
make sound decisions within the framework of agency regulations and following
the standards of professional practice; ability to express oneself clearly
concisely, both orally and in writing; physical condition commensurate with the
demands of the position.
MINIMUM QUALIFICATIONS

COMPETITIVE
Graduation from
a college with federally-authorized accreditation or registration by NY State with
a Bachelor's Degree, and one (1) year of professional social casework
experience.
NOTE: Professional experience is defined as
experience which includes evaluating client needs as well as developing,
implementing and evaluating client service plans.
NECESSARY SPECIAL REQUIREMENTS
a) At the
time of appointment and during employment in this title employees must possess
a valid license to operate a motor vehicle in New York State.
b) There will be a qualifying Spanish
language examination.
