DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class assumes responsibility for the organization and supervision of a major Social Services program or assists in the administration of a bureau providing a variety of social services to the public.  Work includes responsibility for interpreting state and federal regulations, implementing departmental policies within the assigned program area, and planning and supervising the work of professional and non-professional personnel.  Supervision is received from an administrative supervisor through consultation, conferences and review of written reports.  Performance is reviewed for adherence to departmental policy and legal require­ments and for progress in meeting program objectives.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Participates in the direction and supervision of program activities in a bureau in Community Services Administration, including case intake and evalua­tion functions, adult and child protective services, foster care and day care for children, counseling, adoption and unwed mother services, preventive servic­es, and other services in the approved title XX plan;

          Assists in the coordination and supervision of administrative and support services in a Social Services Center, including training programs, monitoring and reporting procedures, and budgetary preparation;

          Meets with representatives of other agencies and private and voluntary organizations to coordinate assistance programs available to the community;

          Provides technical assistance to operating units in the area of interpreta­tion of federal and state regulations and policies governing program activities;

          Writes program proposals and applications for funding of new programs under State and Federal grants.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles, procedures and techniques of social casework; thorough knowledge of the federal, state and local laws and regulations relating to the administration of Social Services programs; good knowledge of the functions of the various divisions of the Social Services Department and their inter-relationships; good knowledge of the principles and methods of organization for the administration of Social Services programs; good knowledge of modern developments current literature and sources of information in the field of social services; ability to plan supervise the work of professional and clerical personnel in a manner conducive to full performance and high morale; ability to represent the Social Services Department and to interpret its programs and policies to outside groups and agencies; ability to prepare clear and comprehensive reports; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Either:

(a)   Graduation from a New York State or Regionally accredited college or university with a Master's Degree in Social Work, and four (4) years of experience in social casework, at least two (2) years of which must have been in a supervi­sory capacity; or,

 

(b)   Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree and six (6) years of social casework, at least two (2) years of which must have been in a supervisory capacity; or,

 

          (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).

 

          PROMOTIONAL

          Two (2) years of permanent competitive status as a Casework Supervisor.
