DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for the administration of a service bureau within the Department of Social Services.  The incumbent is responsible for planning, organizing and coordinating the activities of the unit(s) with those of other divisions and other County and State agencies.  Responsibilities of the position also include implementing and supervising record keeping, reporting and budgetary procedures.  Work is performed under the general direction of a Division Administrator. Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Organizes, directs and coordinates the activities of a large group of professional, paraprofessional and clerical personnel providing the delivery of a variety of services;

            Interprets state regulations and directives; plans and implements necessary program procedures;

            Administers the collection of operational statistical data necessary for measuring program efficiency and effectiveness; ensures that all State mandated reporting requirements are accomplished in an accurate and timely manner;

            Coordinates service delivery and staff activity with other divisional and departmental operations as well as with outside agencies;

            Assists in the preparation of the bureau's annual budget and Title XX plan;

            Acts as a community liaison with professional groups and organizations with social service interests to inform them of the goals and objectives of the bureau;

            Establishes and maintains working relationships with professional, community, social service or other organizations to obtain their assistance in achieving agency objectives.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the principles, procedures and techniques of social casework, group work, and community organization and administration; comprehensive knowledge of the federal, state and local laws and regulations relating to the administration of Social Services programs; thorough knowledge of the functions of various divisions of the Department of Social Services and their inter-relationships; thorough knowledge of modern developments, current literature and sources of information in the field of social services; thorough knowledge of the principles of office management and supervision; thorough knowledge of the principles, procedures and methods of organization for the administration of Social Services programs; ability to plan, direct and review the work of others in a manner conducive to full performance and high morale; ability to represent the Social Services Department and to interpret its programs and policies to outside groups and agencies; ability to establish and maintain effective working relationships with public officials, representatives of professional, community and social service organizations, and the general public; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            PROMOTIONAL

            One (1) year of permanent competitive status as an Assistant Bureau Director of Social Services or Child Support Specialist IV.
