DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for assisting the Director in planning, supervising and conducting a comprehensive, agency-wide training and development program. The incumbent conducts studies to assess training needs; and designs and participates in training and orientation programs including stress management programs for the entire County. Work is performed under the general supervision of the Director, and is reviewed through observation and review of reports. Does related work as required.

 

TYPICAL WORK ACTIVITIES

         Researches the need for, develops, and conducts training and development programs for the entire professional and social work support staff;

         Designs and conducts stress management programs;

         Assists the Director in examining employee performance evaluations to determine possible areas of improvement;

         Counsels supervisors and lower level employees whose performance has been determined to be in need of improvement;

         Provides assistance in the writing of procedures by suggesting ways of making instructions for new procedures understandable to employees;

         Participates in task force meetings and evaluates offerings of contract agencies for possible use by Social Services.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the methods and procedures of developing and conducting staff training and development programs; thorough knowledge of stress management techniques; thorough knowledge of federal, state and local social services laws and programs as they affect eligibility for financial assistance; thorough knowledge of the department's overall programs, policies and procedures; ability to plan and develop curricula and lesson plans, and to instruct personnel in subjects designed to improve their performance; ability to communicate and deal effectively with others; ability to plan, coordinate, manage and supervise the work of others in a manner conducive to full performance and high morale; ability to prepare reports; ability to express oneself clearly and concisely, both orally and in writing; initiative; tact; good judgment; physical condition commensurate with the demands of the position.  

        

MINIMUM QUALIFICATIONS

         OPEN COMPETITIVE

         Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree, and two (2) years of experience in assessing and planning for the utilization of human resources, and developing and conducting in-service training in a large social service agency.
