DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for planning, supervising and conducting a comprehensive, agency-wide training and development program. The incumbent oversees and conducts studies to assess training needs; and designs and participates in training and orientation programs. In addition to having overall responsibility for all training and development programs, the incumbent counsels management level employees for the purpose of improving their performance. Work is performed under the general direction of the Assistant Commissioner of Social Services. Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Diagnoses organizational problem areas, and determines areas that can be improved through training and development programs;

            Plans, develops and conducts training and development programs for the entire professional, social work, technical and support staff;

            Monitors in-house and contract training; maintains contact with schools where employees are attending; secures progress reports;

            Organizes and supervises a staff engaged in the development of training programs;

            Counsels employees in high level administrative positions for the purpose of increasing their presentation levels;

            Evaluates offerings of contract agencies for possible use by Social Services.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the methods and procedures of developing and conducting staff training and development programs; comprehensive knowledge of the department's overall programs, policies and procedures; thorough knowledge of federal, state and local social services laws and programs as the affect eligibility for financial assistance; thorough knowledge of stress management techniques; ability to plan and develop curricula and lesson plans, and to instruct personnel in subjects designed to improve their performance; ability to communicate and deal effectively with others; ability to plan, coordinate, manage and supervise the work of others in a manner conducive to full performance and high  morale; ability to prepare reports; ability to express oneself clearly and concisely, both orally and in writing; initiative; tact; good judgment; physical condition commensurate with the demands of the position.

           

MINIMUM QUALIFICATIONS

            PROMOTIONAL

            Two (2) years of permanent competitive status as a Child Support Specialist IV, Social Services Examiner IV, Assistant Bureau Director of Social Services or Assistant Social Work Training Director.

 

NOTE: Candidates in the above promotional titles must possess a Bachelor's Degree.
