DISTINGUISHING FEATURES OF THE CLASS

Under the general supervision of the Chief Deputy Commissioner, an employee in this class is responsible for planning, coordinating and managing the performance and activities of the Suffolk County Department of Social Services Policy and Procedures Unit, the Fair Hearings Unit, and other appropriate unit(s) or personnel as may be required. The Director assists and directs the preparation of detailed policy and procedural issuances.  The employee is expected to be innovative and utilize all available resources to insure that the integrity of all agency programs is maintained at a high level.  Work is re- viewed by the Chief Deputy Commissioner through conferences and written reports.  Supervision is exercised over a technical and clerical staff.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Writes, as well as trains others to write, agency-wide policy and procedures which relate to the implementation of Federal, State and locally mandated program requirements;

          Coordinates, supervises and assists in the review of client benefit programs to determine errors related to program eligibility and payments/services to recipients;

          Interprets Federal and State legislation and regulations as they relate to all Agency programs;

          Develops and recommends corrective action to the Chief Deputy Commissioner to avoid and eliminate errors in the client benefit programs.  Acts as liaison for the County to the State Corrective Action Committee of the State Department of Social Services;

          Determines acceptable levels of staff performance and conducts necessary performance evaluations;

          Oversees the activities of the Fair Hearings Unit assuring compatibility and understanding of program Policy and Procedures;

          Oversees the activity of the Research and Statistics Unit in order to assure the availability of management data needed to evaluate program performance, isolate procedural misunderstanding and plan for the reorganization of Agency personnel to meet functional mandates as reflected in Agency Policy and Procedures;

          Coordinates the planning of program training in order to implement new or revised Policy and Procedures, eliminate/reduce program error and assure Agency-wide understanding of all Agency-administered programs.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of Federal, State and local Social Service laws and programs as they affect eligibility for all agency client benefit programs and services; comprehensive knowledge of the methods and techniques of office management; thorough knowledge of statistical concepts and methods; ability to plan, coordinate, supervise and evaluate the work of others in a manner conducive to full performance and high morale; ability to develop and implement effective policies and procedures; ability to develop and implement programs for training agency personnel in new procedures and policies to reduce program error and assure agency-wide understanding of all agency administered programs; ability to determine sources of errors and other problems and to recommend appropriate remedial action; ability to express oneself clearly and concisely both orally and in writing; tact; good judgment; leadership; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Graduation from a New York State or Regionally accredited college or university with a Bachelor's Degree plus five (5) years of experience in a large social service agency in a position involving supervising and participating in the development of policies and procedures* for several major program areas within the agency (i.e.: Aid to Dependant Children, Food Stamps, Home Relief, Emergency Assistance, Medicaid).

 

NOTE: *Experience developing policies and procedures must include participation in all phases including preliminary research, formulation, drafting, implementation and evaluation.

 

PROMOTIONAL

          Two (2) years of permanent competitive status as an Assistant Director of Department Policy and Procedures Unit.
