DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for assisting the Director in planning, coordinating and managing the performance and activities of the Suffolk County Department of Social Services Policy and Procedures Unit, the Fair Hearings Unit and other appropriate units(s) or personnel as may be required.  Responsibilities of the position include supervising and participating in special projects, handling difficult procedural areas and acting in place of the unit Director in his or her absence.  Work is performed under the general supervision of the unit Director, and is reviewed through conferences and written reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Assists the unit Director in coordinating and supervising the review of client benefit programs to determine errors related to program eligibility and payments/services to recipients;

          Supervises and participates in special projects regarding service procedures; writes procedures in a variety of areas; handles more difficult procedural functions;

          Assists in determining acceptable levels of staff performance and conducting performance appraisals;

          Interprets Federal and State regulations and legislation as they relate to Agency programs;

          Supervises, participates in, and assists in coordinating the review of client benefit programs to determine errors related to program eligibility and payments/services to recipients;

          Acts in place of the unit Director in his/her absence.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of Federal, State and local Social Service laws and programs as they affect eligibility for all agency Client Benefit and Community Services Programs; thorough knowledge of the methods and techniques of office management; thorough knowledge of statistical concepts and methods; ability to plan, coordinate and evaluate the work of others in a manner conducive to full performance and high morale; ability to develop and implement effective policies and procedures; ability to develop and implement programs for training agency personnel in new procedures and policies; ability to determine sources of errors and other problems and to recommend appropriate remedial action; ability to express oneself clearly and concisely both orally and in writing; tact; good judgment; leadership; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree plus three (3) years of experience in a large social service agency developing policies and procedures* for several major program areas within the agency (i.e.: Aid to Dependant Children, Food Stamps, Home Relief, Emergency Assistance, Medicaid).  One (1) year of experience must be in a supervisory capacity.

 

NOTE: *Experience developing policies and procedures must include participation in all phases including preliminary research, formulation, drafting implementation and evaluation.
