DISTINGUISHING
FEATURES OF THE CLASS
An employee in
this class functions as an assistant supervisor and is responsible for
conducting investigations and collecting child support payments from
individuals legally responsible for the support of dependents. The incumbent performs on-the-job training
and handles specialized assignments requiring greater knowledge and a higher
level of independent judgment. Unlike a
Child Support Specialist III, the incumbent is not responsible for the overall
functioning of the unit but acts as an assistant to the unit supervisor; this
may include assigning and reviewing the work of support personnel. The work is
performed under the general supervision of a higher-level Child Support
Specialist; and is reviewed through conferences and written reports. Does related work as required.
TYPICAL WORK
ACTIVITIES
Assists the unit supervisor as
required;
Reviews records of delinquent accounts
and contacts friends, relatives, informers, neighbors, associates and various
governmental agencies in an effort to locate individuals with delinquent
accounts;
Conferences
with the County Attorney who speaks with petitioners, respondents and attorneys
to establish, enforce, or modify orders of support payable through the Support
Collection Unit;
Accepts monies and issues receipts for
payments collected;
Testifies as a representative of the
department;
Monitors child support payments
pursuant to voluntary agreements or court orders;
Trains new staff in the unit functions
and familiarizes them with departmental procedures and investigative
techniques;
Conducts special investigations, at
the direction of the unit supervisor, which involve the analysis of complex
support cases, unusual surveillance activity, or more demanding interview
situations;
Compiles unit statistics for the
preparation of monthly reports.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough
knowledge of the principles practices and methods of child support
investigation and collection; good knowledge of Family Court and/or other laws
and regulations as they affect child support investigation and collection; good
knowledge of effective training techniques; working knowledge of statistical
concepts; skill in interviewing techniques; ability to understand and interpret
statistical data; ability to gather and analyze facts and to arrive at sound
conclusions; ability to establish and maintain effective working relationships
with a variety of individuals and agencies; ability to obtain information from
individuals who may be uncooperative or hostile; ability to maintain records
and prepare reports; ability to express oneself clearly and concisely, both
orally and in writing; good judgment; tact; initiative; courtesy; physical
condition commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Either:
(a) Graduation from a college with
federally-authorized accreditation or registration by NY State with a
Bachelor's Degree, and one (1) year of experience in the investigation or
collection of debts, or in interviewing; or
(b) Completion of sixty (60) credits
from a college with federally-authorized accreditation or registration by NY
State, and three (3) years of experience as defined in (a).
PROMOTIONAL
Two (2) years of permanent competitive
status as a Child Support Specialist I or Child Support Specialist I (Spanish
Speaking).
NECESSARY SPECIAL
REQUIREMENTS
1. Candidates must be bondable.
2. Within six (6) months of
appointment, employees hired after 9/27/96 must obtain a NYS Notary Public
license. The license must be maintained
throughout employment in the title.
3. At the time of appointment and
during employment in this title, employees must posses a valid license to
operate a motor vehicle in New York State.
