FEATURES OF THE CLASS
An employee in
this class is responsible for administering, coordinating and directing the
activities of a section consisting of multiple units involved in performing a
variety of functions related to the investigation and collection of child
support payments from individuals legally responsible for the support of
dependents. Administrative in nature,
this position involves the establishment and implementation of policies and
procedures for the section. Supervision
is exercised over agency staff through Child Support Specialists III. Work is performed under the general supervision
of a higher-level administrator and is reviewed through conferences and written
reports. Does related work as required.
TYPICAL WORK
ACTIVITIES
Establishes procedures for the
intake and assignment of cases for the Child Support Enforcement Bureau;
Establishes and implements
procedures for the investigation and collection of support payments;
Reviews records and reports of the
section;
Assists in establishing and
implementing procedures for receiving and transmitting pertinent case
information between the support investigation and collection unit and other
units in the agency;
Acts as liaison with the Family
Court, Probation Department, County Attorney and other law enforcement
officials;
Supervises and participates in the
hiring and training of personnel;
May act as a representative of the
Child Support Enforcement Bureau in court proceedings.

Comprehensive
knowledge of departmental policies and procedures; comprehensive knowledge of
the principals, practices and methods of child support investigation and
collection; comprehensive knowledge of federal, state and local laws as they
affect child support investigation and collection; thorough knowledge of the
methods and procedures of developing and administering the operational aspects
of a section; good knowledge of effective training techniques; good knowledge
of statistical concepts; good knowledge of current developments and sources of
relevant information; ability to understand and interpret laws concerning
support cases; ability to gather and analyze facts and arrive at sound
conclusions; ability to establish and maintain effective working relationships
with a variety of individuals and agencies; ability to plan and supervise the
work of personnel in a manner conducive to full performance and high morale;
ability to prepare clear, accurate and concise reports; ability to express
oneself clearly and concisely both orally and in writing; good judgment; tact;

position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a college with
federally-authorized accreditation or registration by NY State with a
Bachelor's Degree, and five (5) years of experience in the investigation or
collection of debts, at least two (2) years of which must have been in a
supervisory capacity.
PROMOTIONAL
Two (2) years of permanent
competitive status as a Child Support Specialist III.
NECESSARY SPECIAL
REQUIREMENTS
1. Within six (6) months of
appointment, employees hired after 9/27/96 must obtain a NYS Notary Public
license. The license must be maintained throughout employment in the title.
2. At the time of appointment and
during employment in this title, employees must posses a valid license to
operate a motor vehicle in New York State.
