DISTINGUISHING
FEATURES OF THE CLASS
An employee in this
class is responsible for supervising or reviewing the work of other examiners
in the eligibility determination process for various programs administered by
the Department of Social Services. Employees in the class typically perform
quality control for a unit under the supervision of a Social Services Examiner
III, but they may also assist an administrator solving eligibility related
problems, and/or independently supervise a small unit, while participating in
making eligibility determinations for the unit.
Employees may represent the department at Fair Hearings to defend
eligibility decisions. Work is performed under the general supervision of a higher level
Social Services Examiner or other administrator. Does related work as required.
TYPICAL WORK
ACTIVITIES
Performs quality control for a unit
by reviewing and approving or disapproving recommendations made by Social
Services Examiners I;
May act as a working supervisor for
a small unit that is responsible for eligibility determinations of lesser
complexity, independently supervising the unit while also making eligibility
determinations for the unit;
Approves referral of clients to
social services section for services;
Interprets Federal, State and local
policies and programs;
May be required to make field visits
to obtain collateral verification to determine eligibility, and make referrals
to SIU if appropriate.
FULL PERFORMANCE
KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Good knowledge of Federal, State and local social services laws and programs
as they affect eligibility for financial assistance and money payments; good
knowledge of Department of Social Services policies and procedures governing
applications for assistance and eligibility criteria; good knowledge of other
laws as they affect eligibility, such as Workers' Compensation, Social Security
and Unemployment Insurance; good knowledge of the services and programs
available to applicants; ability to deal effectively with others; ability to
analyze facts obtained and use these facts in making judgments regarding
eligibility; ability to understand and follow directions; ability to supervise
others in a manner conducive to full performance and high morale; ability to
express oneself clearly both orally and in writing; good powers of observation
and perception; initiative; tact; physical condition commensurate with the
demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Either:
(a) Graduation from a college with
federally-authorized accreditation or registration by NY State with a
Bachelor's Degree; or,
(b) Graduation from a standard
senior high school or possession of a high school equivalency diploma, and four
(4) years of experience in examining, investigating or evaluating claims for
assistance, veterans' or unemployment benefits, insurance or a similar program
operating under established criteria for eligibility; or,
(c) An equivalent combination of
education and experience as defined by the limits of (a) and (b).
PROMOTIONAL
Two (2) years of permanent
competitive status as a Social Services Examiner I or Social Services
Examiner I (Spanish Speaking).
NECESSARY SPECIAL
REQUIREMENT
Depending on the
nature of the assignment, at the time of appointment and during employment in
this title, candidates may be required to possess a valid license to operate a
motor vehicle in New York State.
