DISTINGUISHING
FEATURES OF THE CLASS
An employee in
this class acts as an assistant director of a Social Services center or assumes
responsibility for the administration and management of a particular program or
unit within the department or center.
General supervision is exercised over Social Services Examiners III and
other staff members within the program department in a Social Services center. Work is performed under the general supervision
of a Social Services Examiner V. Does
related work as required.
TYPICAL WORK
ACTIVITIES
Assists in the formulation of local
policies and procedures that relate to financial eligibility for the various
programs administered by the local social services districts;
Interprets Federal, State and local
policies and programs as they relate to financial eligibility;
Plans, coordinates, supervises and
manages the activities of subordinate employees within the assigned unit or
program;
Determines acceptable levels of
staff performance and conducts necessary performance evaluations;
Establishes and maintains
cooperative relationships with other units and sections of the agency, through
administrative channels;
Establishes and maintains contact with community groups and other agencies in relation to matters of financial eligibility;
May assists Social Services Examiner
V in administration duties of the center.

KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive knowledge
of Federal, State and local social services laws and programs as they affect
eligibility for financial assistance; comprehensive knowledge of the agency's
overall programs, policies, and procedures; thorough knowledge of other laws
and programs which may affect eligibility, such as Workers' Compensation,
Social Security and Unemployment Insurance; thorough knowledge of modern
principles of supervision; ability to plan, coordinate, manage and supervise
the work of others in a manner conductive to full performance and high morale;
ability to establish and maintain effective working relations with others;
ability to express oneself clearly and concisely, both orally and in writing;
initiative; tact; judgment; leadership; emotional maturity; physical condition
commensurate with the demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a college with
federally-authorized accreditation or registration by NY State with a
Bachelor's Degree, and five (5) years of experience in examining, investigating
or evaluating claims for assistance, veterans' or unemployment benefits,
insurance or a similar program operating under established criteria for
eligibility, two (2) years of which must have been in a supervisory capacity.
NOTE: Additional
relevant education from a college with federally-authorized accreditation or
registration by NY State will be substituted for non-supervisory experience on
a year-for-year basis.
