DISTINGUISHING
FEATURES OF THE CLASS
An employee in this class coordinates all activities of a Social Services center or otherwise acts as an assistant to the Division Administrator. Work is performed under the general supervision of a Division Administrator of Social Services or other high-level administrator. Supervision is exercised over Social Services Examiners IV and other staff within the assigned Social Services Center. Does related work as required.
TYPICAL WORK
ACTIVITIES
Assists in the formulation of local
policies and procedures that relate to financial eligibility for the various
programs administered by the local social services districts;
Interprets Federal, State and local
policies and programs as they relate to financial eligibility;
Assists the Division Administrator
of Social Services in the planning, coordination and management of programs
such as Public Assistance/Food Stamps and Medicaid including making
recommendations to more efficiently operate the assigned center or program;
Determines acceptable levels of
staff performance and conducts necessary performance evaluations;
Establishes and maintains
cooperative relationships with other units and sections of the agency through
administrative channels;
Establishes and maintains contact
with community groups and other agencies in relation to matters of financial
eligibility.

KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Comprehensive
knowledge of Federal, State and local social services laws and programs;
comprehensive knowledge of the agency's overall programs, policies and
procedures; thorough knowledge of other laws and programs which may affect
eligibility, such as, Workers' Compensation, Social Security and Unemployment
Insurance; thorough knowledge of modern principles of supervision and management;
ability to plan, coordinate, manage and supervise the work of others in a
manner conducive to full performance and high morale; ability to express oneself
clearly and concisely, both orally and in writing; initiative; tact; judgment;
leadership; emotional maturity; physical condition commensurate with the
demands of the position.
MINIMUM
QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a college with
federally-authorized accreditation or registration by NY State with a
Bachelor's Degree, and eight (8) years of experience in examining,
investigating, or evaluating claims for assistance, veterans' or unemployment
benefits, insurance or a similar program operating under established criteria
for eligibility, four (4) years of which must have been in a supervisory
capacity.
NOTE: Additional
relevant education from a college with federally-authorized accreditation or
registration by NY State will be substituted for non-supervisory experience on
a year-for-year basis.
PROMOTIONAL
Two (2) years of permanent
competitive status as a Social Services Examiner IV.
