DISTINGUISHING FEATURES OF THE CLASS
Under general supervision, an employee in this class performs staff work devising, coordinating and implementing automated management systems in the Department of Social Services. The incumbent is responsible for developing and revising departmental procedures and documentation in coordination with New York's Statewide Welfare Management System. The employee functions in a social services/data-processing environment which includes several large scale mainframe computers located in Albany and one at Data Processing. Performance is reviewed by an administrative supervisor through reports and efficiency of operations. Does related work as required.
TYPICAL WORK ACTIVITIES
Reviews departmental
operations, methods and procedures with regard to use of data processing
techniques;
Assists in determining
feasibility of and justification for applying data processing techniques to new
and existing functions;
Prepares instruction
sheets and manuals for use of department personnel on access and use of system
capabilities;
Provides liaison with
local and State data processing staffs;
Assists department
personnel in solving work flow problems of input and output;
Assists local and State
analysts and technicians in adapting output to meet department needs;
Prepares reports as
required.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Thorough knowledge of laws, rules, regulations, policies, and practices
governing Social Services operations; good knowledge of accepted design and
theory relating to work organizations and processing; working knowledge of the
potential uses and general limitations of electronic data processing systems in
multi-purpose highly variable applications; ability to describe departmental
needs and capabilities to State and County systems analysts; ability to assist
operational staff in detecting and resolving problems in systems operation;
ability to express oneself clearly and concisely both orally and in writing;
ability to prepare written reports; ability to establish and maintain effective
working relationships with co-workers; physical condition commensurate with the
demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Graduation from a New
York State or Regionally accredited college or university with a Bachelor's
Degree, and two (2) years of experience in the planning and development of
computerized systems, of which at least one (1) year is involved with New York
State Social Services computer systems.
NOTES:
Additional experience in
the planning and development of computerized systems within a New York State
Social Services Department may be substituted for the college education where
one (1) year of experience equals two (2) years of education.
Additional experience in
the planning and development of computerized systems may be substituted for the
college education on a year-for-year basis.
All candidates must have
graduated from a standard senior high school or posses a high school
equivalency diploma.
