DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for the review and coordination of automation requirements for the Client Benefits Division of the Department of Social Services.  The incumbent is responsible for coordinating work with the Welfare Management Systems (WMS) Unit for systems development, installation and implementation, and the resolution of technical problems related to the introduction and enhancement of New York's Statewide Welfare Management System. Supervision is exercised over technical personnel and work is performed under the supervision of a Division Administrator of Social Services or other high level administrator, and is reviewed through reports and efficiency of operations.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Reviews automation needs for the Client Benefits Division, and determines feasibility of and justification for applying data processing techniques to new and existing functions;

            Coordinates work with the Welfare Management Systems Unit for systems development, installation, implementation and troubleshooting;     

            Recommends the purchase and coordinates the installation of computer equipment for the Division;

            Develops and maintains computerized programs to control division costs;

            Prepares fiscal and budgetary requests and develops the Division budget using automated systems;

            Prepares reports as required.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of laws, rules, regulations, policies, and practices governing Client Benefit operations; thorough knowledge of data processing design and theory, and of the potential uses and general limitations of electronic data processing systems as they relate to multi-purpose highly variable applications; ability to prepare fiscal and budgetary reports; ability to describe division needs to systems analysts; ability to assist staff in detecting and resolving problems in systems operation; ability to supervise in a manner conducive to full performance and high morale; ability to express oneself clearly and concisely both orally and in writing; ability to prepare written reports; ability to establish and maintain effective working relationships with co-workers; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree plus six (6) years of administrative or supervisory experience in a health or social services agency. At least two (2) years of experience must include responsibility for planning, developing and/or implementing automated data processing systems.
