DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for performing professional work in the employment and training, and/or fieldwork programs of a BOCES. Duties include interviewing, assessing, and counseling students in accordance with program requirements and goals. The incumbent is expected to perform with some independence on routine matters, but refers more complex problems to the assigned supervisors.  Work is reviewed by an administrative supervisor through conferences and reports of work completed. Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Administers assessments and assists applicants in navigating services by analyzing and evaluating their aptitudes, interests, experience and training in terms of available positions;

            Develops individual career plans, identifies barriers to employment and recommends actions required to remove them;

             Works with local businesses and employers to establish work experience opportunities and ensure that participants and work site supervisors are aware of the principles, objectives and operating procedures of the programs;

            Initiates in outreach and maintains contact with employers and participants to evaluate the effectiveness of work/training experience, and to review complaints as they occur;

            Reviews and monitors student progress, provides career counseling services, and performs follow-up surveys;

            Compiles data relevant to the program, and maintains records and prepares reports.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Good knowledge of the principles and practices involved in employment and training and fieldwork programs; good knowledge of business, construction trades, vocational and trade school employability and training, or fieldwork programs; good knowledge of training program concepts; ability to establish effective working relationships with participants actively engaged in employment and training, and fieldwork programs; ability to maintain a variety of records and to prepare reports; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

      OPEN COMPETITIVE

      Either:

             a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree, and one (1) year of experience in personnel selection or placement, personnel administration or labor relations, business or public administration or fieldwork supervision; or,

     

            b) Graduation from a standard senior high school or possession of a high school equivalency diploma recognized by the New York State Education Department, and five (5) years of experience in personnel selection or placement, personnel administration or labor relations, business or public administration or fieldwork supervision; or,

            

            c) An equivalent combination of education and experience as defined by the limits of a) and b), except that education beyond a Bachelor's Degree may be substituted for experience on a year-for-year basis.

 

NECESSARY SPECIAL REQUIREMENT

At the time of appointment and during employment in this title, candidates must possess a valid New York State driver’s license.
