DISTINGUISHING FEATURES OF THE CLASS
An employee in this class provides a wide range of
housing services to clients of the Department of Social Services. The incumbent locates and inspects housing and
contacts property owners or realtors to secure such premises. The employee works with County Health
Services, and town and village building departments, to investigate housing
complaints, and provides repair and rehabilitation services to buildings
occupied by Social Services clients. Work
is performed under general supervision, and is reviewed by a technical or
administrative supervisor through conferences and reports. Does related work as required.
TYPICAL WORK ACTIVITIES
Assists in developing permanent housing and various types
of emergency shelters and inspects such housing for health and safety
compliance;
Supervises
Community Service Workers involved in emergency shelter/motel relocation
programs;
Confers
with property owners on correction of housing violations;
Attends
meetings as necessary;
Maintains
files of area housing resources;
Inspects rentals
for compliance with health and safety requirements for security.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND
PERSONAL CHARACTERISTICS
Good knowledge of local, State and Federal administrative
and legal housing requirements; good knowledge of local area housing quality
and availability; good knowledge of building construction and building codes;
ability to establish good working relationships with local public officials,
landlords, community groups, brokers, coworkers and the general public; ability
to deal with landlords in negotiations for necessary improvements of housing
conditions; ability to analyze data and draw accurate conclusions; ability to
organize and maintain files and records; ability to communicate clearly and
concisely, both orally and in writing; physical condition commensurate with the
demands of the position.
MINIMUM QUALIFICATIONS

Graduation from a standard senior high school, or
possession of a high school equivalency diploma, and three (3) years of
experience in the areas of building inspections, building construction, real
estate sales or a related field.
At the time of appointment and throughout employment in the title, employees must possess a valid license to operate a motor vehicle in New York State.
