DISTINGUISHING FEATURES OF THE CLASS

An employee in this class supervises a staff of Social Services Housing Advisors and other subordinates engaged in the Department of Social Services housing program for public assistance recipients.  The incumbent is responsible for directing and coordinating the activities of a field housing staff; this involves planning, assigning and determining work priority associated with investigating and resolving housing complaints.  The incumbent is expected to exercise considerable independent judgment and initiative.  Work is performed under general supervision and is reviewed by an administrative supervisor through periodic conferences and reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Supervises a field staff responsible for obtaining rental housing and investigating alleged landlord abuse and sub-standard housing conditions;

          Consults with housing staff on individual cases and reviews reports and recommendations submitted;

          Consults with Health Services and town and village personnel on mutual problems relating to major health and sanitary code violations involving agency clients;

          Participates in meetings with community groups and provides information on agency programs and policies;

          Assists in the interpretation of rules and procedures for the subordinate staff;

          Collects and analyzes data to be used in reports;

          Maintains health and building code violations file;

          Acts on recommended rent withholdings from Code Enforcement Agencies and maintains file;

          Supervises Social Services Housing Advisors that inspect for health and safety for pre-rentals, complaints and post-inspections for Security payment, reviews and signs all voucher payments for Security.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles and techniques of supervision, interviewing, investigating and developing reports; thorough knowledge of community organization programs for housing improvement; good knowledge of laws pertaining to evictions, rent withholding, correction of violations, rental housing and improvement programs; ability to supervise in a manner conducive to full performance and high morale; ability to maintain effective working relationships with other departments and the general public; ability to obtain, evaluate and verify information; ability to express oneself clearly and concisely, both orally and in writing; tact; courtesy; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Either:

          (a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree, and two (2) years of experience directing a staff of employees involved in the sale, management, inspection or rental of real property; or,

 

          (b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and six (6) years of experience in the sale, management, inspection or rental of real property, at least two (2) years of which must have been in a supervisory position.

 

          PROMOTIONAL

          Two (2) years of permanent competitive status as a Social Services Housing Advisor.

 

NECESSARY SPECIAL REQUIREMENT

At the time of appointment and throughout employment, appointees must possess a valid license to operate a motor vehicle in New York State.
