DISTINGUISHING FEATURES OF THE CLASS

Under general direction, an employee in this class is responsible for formulating, coordinating and carrying out departmental fiscal policy.  The incumbent assumes administrative responsibility for the department's accounting, budget and purchasing functions, and coordinates and evaluates the fiscal operations of the various divisions of the department.  The employee is required to exercise a considerable amount of independent judgment and initiative in the performance of duties.  Supervision is exercised over a staff of professional, technical and clerical employees.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Assumes responsibility for development of policies and procedures for the administration of departmental financial operations;

            Acts as liaison between the department and other governmental agencies on fiscal matters;

            Monitors and controls program expenditures and revenues, coordinates and evaluates operations of the various financial divisions;

            Supervises the preparation of the department's budget;

            Establishes departmental deadlines and priorities;

            Directs the development of the department's fiscal goals and objectives;

            Conducts expenditure and revenue analyses and directs the preparation of resulting reports;

            Implements the fiscal directives of Federal, State and County agencies.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of the principles, practices and techniques of public fiscal administration; thorough knowledge of the principles, practices and methods of public finance and budgeting; thorough knowledge of New York State codes, rules and regulations, and bulletins as they pertain to finance; thorough knowledge of the preparation of Federal and State aid claims for reimbursement; ability to analyze facts and come to sound conclusions; ability to prepare and analyze fiscal reports; ability to supervise in a manner conducive to full performance and high morale; ability to maintain good working relationships with others; ability to communicate effectively with others; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree and eight (8) years of administrative experience with responsibility for planning, directing and coordinating the activities of a fiscal staff working in several units or performing several separate functions.

 

            NOTE:  Graduate education towards a Master's Degree in Public or Business Administration, including or supplemented by twelve (12) or more credits in finance or accounting, may be substituted for up two (2) years of the above experience.

 

            PROMOTIONAL

            Two (2) years of permanent competitive status as a Chief Accountant, Chief Auditor, Chief Budget Examiner, Chief Financial Analyst, Chief Management Analyst, Senior Investigative Auditor, General Services Manager, or Special Projects Coordinator; or,

            Three (3) years of permanent competitive status as an Investigative Auditor.
