DISTINGUISHING FEATURES OF THE CLASS
Under
general supervision, an employee in this class plans, coordinates, supervises
and manages the activities of the Public Assistance-Quality Control unit, which
is responsible for a wide range of support functions, services and monitoring
activities in the Public Assistance division of the Department of Social
Services. Work is reviewed by the
Public Assistance Administrator or the Assistant Public Assistance
Administrator through conferences and written reports. Direct supervision is exercised over a staff
of Social Welfare Examiners and general supervision is exercised over the
clerical staff. Does related work as
required.
TYPICAL WORK ACTIVITIES
Reviews
and analyzes changes and revisions on the Federal, State and local level in
welfare management systems and functioning, regulatory changes and changes in
agency policy and procedure, for their impact on all Public Assistance
functions; prepares reports on such findings;
Oversees the drafting of
initial and revised procedures and workflows to be utilized by all Public
Assistance staff, based on unit research and administrative policy;
Develops plans for
implementing the above new procedures and workflows;
Supervises correction of
material inputted by Public Assistance examiners; based on this activity,
completes error/performance reports for the Public Assistance administration;
Develops and monitors
direct lines of communication with managerial and supervisory staff for faster
feedback on questions and problems with procedures;
Assists the Public
Assistance Administrator in determining the extent of error rates,
overpayments, underpayments and dollar saving projections; recommends steps to
be taken in improving staff performance.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL
CHARACTERISTICS
Comprehensive
knowledge of Federal, State and local Social Service laws and programs as they
affect eligibility for financial assistance; comprehensive knowledge of other
laws and programs which may affect eligibility, such as Work- men's
Compensation, Social Security and Unemployment Insurance; thorough know- ledge
of the principles, practices, methods and techniques of program and management
analysis; ability to plan, coordinate and supervise the work of others in a
manner conducive to full performance and high morale; ability to communicate
clearly and concisely, both orally and in writing; tact; judgment; emotional
maturity; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Either:
(a) Graduation from a New
York State or Regionally accredited college or university with a Bachelor's
Degree and six (6) years of experience in a social service agency, three (3)
years of which must have been in an administrative capacity; or,
(b) Graduation from high
school or possession of a high school equivalency diploma and ten (10) years of
experience in a social service agency, three (3) years of which must have been
in an administrative capacity; or,
(c) An equivalent
combination of training and experience as defined by the limits of (a) and (b).
PROMOTIONAL
Either:
(a) One (1) year of permanent
competitive status as a Social Welfare Examiner IV; or,
(b) Two (2) years of permanent
competitive status as a Social Welfare Examiner III.
