DISTINGUISHING FEATURES OF THE CLASS

An employee in this class assists in directing, organizing and monitoring one or more programs for which the division is responsible.  This includes formulation and implementation of procedures, preparation of reports and interpretation of laws and regulations.  Work is performed under general supervision of the Division Administrator.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Assists Administrator in formulation of program procedures and assures that staff is trained accordingly;

            Assists Administrator in monitoring staff performance;

            Supervises a staff of professional, technical and clerical employees;

            Represents Administrator at meetings, hearings and public speaking engagements;

            Assists Administrator in organization of division, including staff reassignment as required;

            Assists in preparation of division budget;

            Participates in committees at both inter-agency and county levels dealing with issues affecting the division;

            Prepares or assists in preparation of grant proposals and contracts;

            Monitors general division workflow.

 

FULL PERFORMANCE, KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of methods and techniques of office management, organization and supervision; thorough knowledge of governmental budgeting and personnel administration; working knowledge of electronic data processing; ability to plan, organize and supervise the work of a large staff in a manner conducive to full performance and high morale; ability to interpret complex laws and regulations; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            (a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Master's Degree in Public Administration, Business Administration or Social Work, and three (3) years of administrative experience with responsibility for planning, directing and coordinating the work of a substantial staff working in several units or performing several separate functions, one (1) year of which must have been in a human services agency; or,

 

            (b) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree, and five (5) years of administrative experience with responsibility for planning, directing and coordinating the work of a substantial staff working in several units or performing several separate functions, one (1) year of which must have been in a human services agency; or,

 

            (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).

 

            PROMOTIONAL

            Two (2) years of permanent competitive status as a Social Services Examiner V, Bureau Director of Social Services, Medical Services Bureau Director, Child Support Specialist IV, Investigator IV; or,

            Four (4) years of permanent competitive status as a Social Services Examiner IV, Assistant Bureau Director of Social Services or Assistant Medical Services Bureau Director.
