DISTINGUISHING FEATURES OF THE CLASS

An employee in this class organizes and directs a major division within the Social Services Department.  The incumbent is responsible for directing a large multi-faceted public program and for formulating, recommending and implementing procedures for the effective and efficient operation of such a program.  Considerable independent judgment and initiative are exercised in the formulation and implementation of program policies within the framework of federal, state and local laws, rules and regulations.  Supervision is exercised over a staff of professional, technical and clerical employees.  Work is performed under general supervision, and is reviewed for effectiveness of services rendered.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

          Formulates program procedures and assures that divisional staff is trained accordingly;

          Supervises a staff of professional, technical and clerical employees;

          Monitors the effectiveness of procedures and staff;

          Establishes organizational structure within division to effectively implement program requirements as mandated;

          Prepares or directs preparation of operating budget for division;

          Directs assignment and reassignment of division staff as needed;

          Works with other division administrators to coordinate inter-divisional functions to effectively provide public services;

          Represents the division as necessary at community or government meetings, including public speaking engagements;

          Prepares, or directs preparation of management reports required by federal, state or local government;

          Prepares or directs preparation of proposals for grants necessary to enhance or improve effectiveness of division services;

          Prepares or directs preparation of service contracts;

          Reviews and monitors performance of vendors with whom department has contracted for provision of division services;

          Coordinates division processes with other governmental or community agencies as needed;

          Coordinates and evaluates operations of various division units.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of principles and practices of public administration; comprehensive knowledge of management principles; comprehensive knowledge of the principles and practices of public personnel administration and budgeting; ability to plan organize and supervise the work of a large staff in a manner conducive to full performance and high morale; ability to communicate effectively, both orally and in writing; ability to comprehend and interpret complex laws and regulations; ability to analyze facts and present conclusions concisely and clearly; physical condition commensurate with the demands of the position.

 

MINIMUM QUALIFICATIONS

          OPEN COMPETITIVE

          Either:

          (a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Master's Degree in Public Administration, Business Administration or Social Work, and six (6) years of administrative experience with responsibility for planning, directing and coordinating the work of a substantial staff working in several units or performing several separate functions, two (2) years of which must have been for a human services agency; or,  

          (b) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree, and eight (8) years of administrative experience with responsibility for planning, directing and coordinating the work of a substantial staff working in several units or performing several separate functions, two (2) years of which must have been for a human services agency; or,

          (c) An equivalent combination of education and experience as defined by the limits of (a) and (b).

 

 

          PROMOTIONAL

          Either:

          (a) Two (2) years of permanent competitive status as an Assistant Division Administrator of Social Services, Assistant Commissioner of Social Services or Senior Assistant to Commissioner of Social Services; or,

          (b) Four (4) years of permanent competitive status as a Social Services Examiner V, Bureau Director of Social Services or Medical Services Bureau Director.
