DISTINGUISHING FEATURES OF THE CLASS

An employee in this class is responsible for supervising and coordinating the activities of various offices within the County Executive’s Division of Human Services, which includes Office for the Aging, Youth Services, Veterans Affairs, Office for People with Disabilities, and Multicultural Affairs and Community Engagement. The position encompasses managerial and administrative duties, which are required to develop and direct the human ser­vices programs throughout the County. Supervision over professional and non-professional staff members is either exercised directly or indirectly through unit heads. In performing the duties of the position, the Division Administrator exercises a considerable amount of independence of judgement and initiative.  The work is reviewed by the County Executive, or a designee, through conferences and reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

                     Provides strategic leadership and vision for the Human Services division, aligning department goals with the administration’s objectives:

                     Directs and manages a diverse team of professionals through effective coaching, evaluation, feedback, and mentorship to ensure delivery of high-quality services to Suffolk County residents;

                     Develops and implements division policies, procedures, and protocols to support efficient and effective service delivery;

                     Collaborates with internal and external stakeholders to identify needs and priorities and develop programs and services accordingly;

                     Oversees the development and management of budgets, ensuring fiscal responsibility and accountability;

                     Monitors the performance of division programs and recommends improvements, based on analysis of data and feedback from constituents and stakeholders;

                     Fosters a culture of diversity, equity, and inclusion within the division, promoting cultural competence and responsiveness in service delivery;

                     Represents the division and assists in developing community meetings, forums, and conferences, advocating for the needs of residents and promoting collaboration with other service providers;

                     Ensures program compliance with all relevant laws, Title VI regulations, and ethical standards of practice.

 

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Comprehensive knowledge of the principles, practices and techniques of administering human services programs; comprehensive knowledge of programs offered by public and private agencies providing services to a diverse population of residents; thorough knowledge of existing legislation affecting the rights of the specialized groups served; thorough knowledge of current trends, sources of information and recent developments in the field of human services; ability to develop and administer programs suitable to the specific needs of specialized groups; ability to communicate effectively with officials and the general public to encourage their assistance and cooperation in obtaining desired objectives; ability to express oneself clearly and concisely, both orally and in writing; physical condition commensurate with the demands of the position.

         

MINIMUM QUALIFICATIONS

Graduation from a college with federally authorized accreditation or registration by New York State with a Master’s Degree in social work, clinical psychology, or human services, and (10) years of progressively responsible administrative experience in managing a multidisciplinary team in a human services-related field.
