DISTINGUISHING FEATURES OF THE CLASS

Under general supervision, an employee in this class is responsible for overseeing and coordinating all activities of Suffolk County’s Division of Human Services’ Multicultural Affairs and Community Engagement Unit.  The incumbent is responsible for promoting cultural enrichment, diversity, inclusion, and community engagement in the County, as well as promoting cultural awareness and understanding through productive partnerships, educational programs, and events. The work includes engaging with residents of underrepresented and underserved communities to assess their needs. The incumbent develops, and implements initiatives, programs, and multicultural events to promote cultural awareness and understanding, while collecting, organizing, and evaluating data to determine the effectiveness of multicultural programs and initiatives. Supervision is exercised over professional and clerical staff and is received from an administrative supervi­sor through conferences and written reports.  Does related work as required.

 

TYPICAL WORK ACTIVITIES

            Plans and develops multicultural programs and events to encourage community engagement and advance cultural understanding;

            Engages multicultural communities and groups to identify opportunities for partnership and collaboration;

            Supervises research, data collection and analysis to assess the efficacy of multicultural programs and initiatives;

            Prepares reports and analysis on the progress and effectiveness of programs;

            Provides training to County staff to increase awareness and sensitivity to the needs and problems of specialized populations;

            Manages the Minority and Women’s Business Enterprise certification program;     

            Acts as an advisor to the County Executive’s Health and Human Services Consortium, representing communities adversely impacted by social determinants of health;

            Recommends policy and initiative developments;

            Directs the preparation and administration of the budget.

Comprehensive knowledge of principles, practices and techniques of planning and developing diversity and inclusion programs and events; thorough knowledge of the principles and practices of administration, management, and supervision; thorough knowledge of federal and state aid programs available to support development work; thorough knowledge of the issues faced by members of underserved and underrepresented communities; ability to represent the Office of Multicultural Affairs and Community Engagement and to interpret its functions and objectives to various interested groups and individuals; ability to conduct data collection and analysis to assess the effectiveness of programs; ability to communicate with, and explain County policies and initiatives to people of varied educational and socioeconomic levels; ability to lead and train staff members working on initiatives in a manner conducive to efficiency and high morale; ability to assign and supervise work of professional and clerical staff; ability to develop and maintain working relationships with public officials and the general public; ability to communicate clearly and concisely, both orally and in writing; physical condition commensurate with the requirements of the position.

 

MINIMUM QUALIFICATIONS

            OPEN COMPETITIVE

            Either:

            a) Graduation from a college with federally authorized accreditation or registration by NY State with a Bachelor’s Degree and five (5) years of professional experience in the development, implementation, and management of programs for disadvantaged populations, in areas such as women’s services, minority affairs and language access services; or,

             b) Graduation from a standard senior high school or possession of a high school equivalency diploma and nine (9) years’ experience in the development, implementation, and management of programs for disadvantaged populations, such as women’s services, minority affairs, and language access services.

     

PROMOTIONAL

Three (3) years of permanent competitive status as a Multicultural Affairs Specialist or Community Engagement Specialist.
