DISTINGUISHING FEATURES OF THE CLASS
Under general supervision, an employee in this class coordinates and services a number of Community Service Aides, and advises them in difficult and unique situations in needy areas. The incumbent advises project area residents of employment opportunities, health services and counseling services that are available to the local community. Work involves handling and following-up situations of a complex or difficult nature, and providing additional encouragement and guidance to potential recipients. Supervision is received directly in the form of conferences and written reports. Does related work as required.
TYPICAL WORK ACTIVITIES
Participates in a
Community Service program providing effective services and assistance to
community residents;
Handles the more
difficult and complex cases that may arise in administering services to the
community;
Guides and trains
new Community Services Aides;
Meets with community
workers, residents and professional counselors to develop a good rapport
between the community and the poor;
Establishes and
carries out youth service and education projects;
Attends meetings
conducted for training and information;
Follows up Community
Service Aides to ascertain the success of visits and to determine the need for
additional help or encouragement;
Keeps records of
visits and any follow-up meetings to aid in evaluating the program;
Informs area
residents of employment opportunities, job-training opportunities and health
services available to them and encourages them to utilize these services;
Reports health
hazards and conditions of blight to appropriate government agencies.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of the residents, the community and their
difficulties; thorough knowledge of the community services available to those
in need of municipal agencies; good knowledge of the community's environment
with respect to vernacular, in some areas of foreign language, culture an
living conditions; ability to learn supervisory skills and procedures; ability
to understand and follow instructions; emotional maturity and good judgment to
exhibit self-confidence in dealing with those who need help; empathy in
handling sensitive human problems; physical condition commensurate with the
demands of the position.
MINIMUM QUALIFICATIONS
OPEN COMPETITIVE
Either:
a)
Graduation from a New York State or
Regionally accredited college or university with an Associate's Degree; or,
b)
Graduation from a standard senior high
school or possession of a high school equivalency diploma, and two (2) years of
experience in a community health service or social service program; or,
c) An equivalent
combination of education and experience as defined by the limits of a) and b).
